Agreement with Asian American Recovery Services, Inc.

   

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing the President of the Board to execute an Agreement with Asian American Recovery Services, Inc. for school-based mental health services to seriously emotionally disturbed students at middle schools in San Mateo County, mental health services authorized by the Mental Health Plan, and outreach and engagement services for north San Mateo County for the term July 1, 2008 through June 30, 2010 for a maximum obligation by $828,739; and

 

2) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and goal by providing school-based mental health services to seriously emotionally disturbed students at middle schools in San Mateo County, outpatient mental health services authorized by the Mental Health Plan, and outreach and engagement services in north San Mateo County.

 

Behavioral Health and Recovery Services (BHRS) provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. The provision of outpatient mental health services for youth is one established level of care. The services provided through this Agreement contribute to this measure.

BACKGROUND:

On December 4, 2006, the County Manager executed an Agreement with Asian American Recovery Services (AARS) to implement initiatives to make the mental health system more culturally competent related to the provision of services to members of the Filipino community and other underserved populations. The Agreement had a term of July 1, 2006 through June 30, 2008. In October 2006 BHRS issued a Request for Proposals (RFP) to provide school-based mental health services to seriously emotionally disturbed students at middle schools in San Mateo County. AARS was selected to provide these services in the north area of the County. Subsequently your Board approved an amendment adding the provision of school-based mental health services to the original Agreement. In 2008 BHRS released an RFP for the provision of outreach and engagement services in the north County. AARS submitted a proposal for these services, which was selected.

 

DISCUSSION:

BHRS is renewing the Agreement with AARS for the provision of school-based mental health services at middle schools in the north area of the County, and for the provision of mental health services authorized by the Mental Health Plan (MHP). Outreach and engagement services are being added to this agreement. AARS will provide these services as the lead agency of the North County Outreach Collaborative (NCOC), which includes Pyramid Alternatives, the Pacifica Collaborative and the Daly City Collaborative.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2008 through June 30, 2010. The Agreement maximum is $828,739. For FY 2008-09 the maximum is $427,457, which includes a three percent Cost of Living Allowance (COLA). Of that amount, MHSA will fund $213,612, which includes the COLA; Medi-Cal will fund $168,634; and $45,211 will be from Realignment. There is no Net County Cost. Similar arrangements will be made for FY 2009-10.
