Agreement with Edgewood Center for Children and Families

   

RECOMMENDATION:

Adopt a Resolution:

1) Waiving the Request for Proposals process for child abuse treatment services; and

2) Authorizing the President of the Board to execute an Agreement with Edgewood Center for Children and Families for mental health services for the term July 1, 2008 through June 30, 2009, for a maximum obligation of $1,019,832; and

3) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and goal by providing mental health services to children and families.

 

Behavioral Health and Recovery Services (BHRS) provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. BACKGROUND:

Since 1996 Edgewood Center for Children and Families (Edgewood) has been providing school-based mental health services to San Mateo County children and youth. Edgewood provides three types of school-based mental health services for San Mateo County youth: day treatment, outpatient mental health services, and Therapeutic Behavioral Services (TBS). Since 1999 Edgewood has also provided mental health outpatient services to youth and their families under the Mental Health Plan (MHP).

 

In October 2004 a Request for Proposals (RFP) for child abuse treatment services was issued by BHRS. Edgewood was one of seven agencies that responded with proposals, and was selected to provide these services in collaboration with Youth and Family Enrichment Services. In May of 2007 BHRS issued a RFP for the provision of outpatient mental health services through the MHP. Edgewood responded with a proposal that was accepted.

 

DISCUSSION:

BHRS is renewing the Agreement with Edgewood for FY 2008-09 for the provision of school-based mental health services, mental health outpatient services authorized by the MHP, and child abuse treatment services.

 

Child abuse treatment services are provided jointly by Children and Family Services of the Human Services Agency (HSA) and BHRS. New leadership of HSA and BHRS wish to conduct a review of the design of these services prior to issuing an RFP. We are requesting a waiver of the RFP for FY 2008-09 in order to allow time for an adequate review of the design of these services. An RFP will be conducted prior to FY 2009-10.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2008 through June 30, 2009. The Agreement maximum is $1,019,832. Of that amount, $627,844 will be from Early Periodic Screening Diagnosis and Treatment (EPSDT) funds, $13,186 will be funded by Healthy Kids and Healthy Families, $5,063 will be funded by Medicare, $158,889 will be provided by the Human Services Agency for child abuse treatment services, and Realignment will cover $141,425. The Net County Cost is $73,425 which includes the EPSDT required match and a three percent Cost of Living Adjustment (COLA). These funds are included in the BHRS FY 2008-09 Recommended Budget.
