RESOLUTION AUTHORIZING THE HUMAN RESOURCES DIRECTOR TO: 1) EXTEND THE AGREEMENT WITH IEDA FOR CONTINUED PROVISION OF LABOR RELATIONS SERVICES FOR TWO ONE-YEAR PERIODS FROM JANUARY 1, 2009 THROUGH DECEMBER 31, 2010 AND INCREASE CONTRACT AMOUNT BY $312,429 FOR A MAXIMUM OBLIGATION OF $1,126,429; AND; 2) AMEND THE AGREEMENT WITH INDUSTRIAL EMPLOYEES AND DISTRITUBORS ASSOCIATION (IEDA) TO PROVIDE THE COUNTY WITH AN OPTION TO EXTEND THE CONTRACT TERM BY AN ADDITIONAL TWO YEARS FROM JANUARY 1, 2011 TO DECEMBER 31, 2012 AND INCREASE CONTRACT AMOUNT BY $297,165 FOR A TOTAL MAXIMUM OBLIGATION OF $1,423,594

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the Board previously directed the President of the Board to sign an agreement with IEDA to obtain the services of qualified persons to consult with and advise the Board of Supervisors and County Manager of the County of San Mateo in employer-employee relations and to assist the County Manager in meeting and conferring in good faith with representatives of recognized employee organizations, according to the terms and conditions contained in said agreement; and

WHEREAS, the existing agreement with IEDA provides the County with the option to extend the agreement term by an additional two years through December 31, 2010; and

WHEREAS, the Director of Human Resources recommends that the County exercise the option to extend the agreement for an additional two years through December 31, 2010; and

WHEREAS, the Board further desires to amend the agreement to provide the County with an additional two-year extension option and to authorize the Director of Human Resources to exercise such option if the Director of Human Resources deems such extension appropriate and desirable for the County;

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that this Board of Supervisors authorizes the Director of Human Resources, or her designee, to exercise the option to extend the agreement with IEDA with the total fiscal obligation not to exceed $1,126,429, and to amend the agreement with IEDA to effectuate the same.

IT IS FURTHER DETERMINED AND ORDERED that this Board of Supervisors authorizes the Director of Human Resources, or her designee, to exercise a second two year option to extend the agreement with IEDA at a total fiscal obligation not to exceed $1,423,594 for the period from January 1, 2011 to December 31, 2012, if the Director of Human Resources, or her designee determines it is in the County of San Mateo’s best interest to do so.
