RESOLUTION A) AUTHORIZING WAIVER OF THE REQUEST FOR PROPOSAL (RFP) PROCESS; AND B) AUTHORIZING EXECUTION OF AN AGREEMENT WITH EDGEWOOD CENTER FOR CHILDREN AND FAMILIES (ECCF) TO PROVIDE KISNHIP SUPPORT SERVICES PROGRAM (KSSP) FOR THE TERM JULY 1, 2008 TO JUNE 30, 2009, IN THE AMOUNT OF $517,136, $228,109 IS NET COUNTY COST; AND C) AUTHORIZING THE DIRECTOR OF THE HUMAN SERVICES AGENCY (HSA) OR THE DIRECTOR’S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the County of San Mateo wishes to enter into an Agreement with ECCF to provide KSSP and specialized services to support relative and non-relative extended family member placements for the term July 1, 2008 through June 30, 2009, for which San Mateo County’s payment amount will not exceed $517,136; and

WHEREAS, kinship or relative care has become the most successful and highly utilized forms of care for abused and neglected children; and

WHEREAS, it is in the County’s best interest to waive the RFP process based on ECCF’s strong and nationally known expertise in the area of kinship services and the State approved the KSSP program to be used as a model. ECCF is also CDSS’s technical assistance provider for the KSSP; and

WHEREAS, this Board has been presented with a form of such Agreement and has examined and approved it as to both form and content and desires to enter into the same.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

A) The Request for Proposal process is waived; and

B) The President of this Board of Supervisors is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President's signature thereto; and

C) Authorizing the Director of the Human Services Agency (HSA) or the Director’s designee to execute contract amendments which modify the county’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
