BACKGROUND:

San Mateo County, as an employer, has a long history of participating in the Combined Charitable Contributions Campaign. This effort provides County employees with a mechanism to make regular contributions to charities by using the bi-weekly payroll deduction feature of the County’s payroll system. Contributors also have an opportunity to donate one time. This year, employees chose from eleven charities (one new charity) to meet his or her community commitment. The Controller’s Office facilitates the pass-through of the designated amount and administers any changes throughout the year. The payments to the charities are made bi-weekly for the entire calendar year, except for the one-time deductions.

DISCUSSION:

Each year, a different County department is asked to lead the San Mateo County Combined Charitable Contributions Campaign. For 2008, the Human Services Agency was given the privilege.

Despite a slowing of the local economy, County employees continue to be generous. The 2008 Combined Charitable Contribution Campaign Committee is pleased to report that County employees contributed an estimated total of $137,130 as summarized by the chart below. Of this total, $6,262 was raised in one-time contributions. There was an increase of over 161 percent in one-time contributions from last year!

Included in the one-time contributions were the two ever popular pumpkin carving and pie baking competitions, which were held at the County Government Center and the San Mateo Medical Center. The total amount raised at these two events was almost $2,000, primarily generated by pie auctions. There were also other smaller events that departments held to generate further awareness during the campaign from mid-September to mid-December.

Using the green model that was devised from last year, the campaign continued with the “paperless” philosophy. County employees were able to download charity information and forms through the use of the County intranet. This effort continued to reduce campaign printing expenses including savings to the participating charities of more than $8,000.

There are many people to thank for making this year such a successful event. Many thanks to the committed County Departmental Coordinators, the auctioneers (Supervisor Jerry Hill and Dr. Sang-ick Chang), the judges of the competitions, and the Charitable Contributions Campaign committee. Moreover, heartfelt thanks to all County employees who donated generously to these worthwhile charities. Their financial pledges make a difference in the lives of individuals, children, and families in our community.

The Human Services Agency will pass the “torch” to the next Campaign Committee all that we have learned about conducting a successful campaign, including working with Information Services Department (ISD) on a breakout of contributions by County department.

FISCAL IMPACT:

The total estimated amount raised by the San Mateo County Combined Charitable Contribution Campaign for 2008 is $137,130. The voluntary contributions in the form of payroll deductions are collected and disbursed over the course of the calendar year. The one-time contributions have been collected.
