Agreement with Laboratory Corporation of America

 

RECOMMENDATION:

Adopt a resolution:

1)

Authorizing the President of the Board to execute an Agreement with Laboratory Corporation of America for the provision of clinical laboratory services for the term July 1, 2008 through June 30, 2009 for a maximum obligation of $210,000; and

   

2)

Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and goal by providing clinical laboratory services for clients of Behavioral Health and Recovery Services (BHRS) and clients of Correctional Health Services.

 

BHRS provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. The provision of clinical laboratory services supports clients remaining in the lowest possible level of care.

BACKGROUND:

In May of 2005 the Health Department released a Request for Proposals for clinical laboratory services for BHRS and Correctional Health. Laboratory Corporation of America (LabCorp) was selected and the County Manager approved an Agreement for services for the term January 1, 2006 through June 30, 2006 for a maximum obligation of $100,000. Your Board approved an amendment to that Agreement on April 17, 2006 under Resolution 67958, extending the term through June 30, 2008 and increasing the maximum obligation to $675,000.

 

DISCUSSION:

The Agreement with LabCorp is for the provision of clinical laboratory services for clients of BHRS and Correctional Health Services. LabCorp shall also provide specimen transport services and phlebotomy services for both BHRS and Correctional Health.

 

The Agreement has been approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2008 through June 30, 2009. The annual amount for this contractor for FY 2007-08 was $260,000. The maximum obligation for this Agreement is $210,000. Of that amount, the maximum for BHRS is $90,000 and the maximum for Correctional Health Services is $120,000. These funds are included in the Health Department tentatively Adopted FY 2008-09 Budget. For BHRS 85% or $76,500 will come from Medi-Cal, and $13,500 is Net County Cost. Funding for Correctional Health is 100% Net County Cost. The total Net County Cost is $133,500.
