Second Amendment to Agreement with the Mental Health Association of San Mateo County

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute a Second Amendment to the Agreement with the Mental Health Association of San Mateo County to add Flexible Fund administration for the Alcohol and Other Drug Services Housing Support Program for FY 2007-08, add a Cost of Living adjustment for FY 2007-08, and increase the maximum obligation by $59,255 from $4,134,514 to $4,193,769 with no change to the term of July 1, 2006 through June 30, 2008.

The amended Agreement contributes to this commitment and goal by providing transitional residential treatment and supported housing for seriously mentally ill (SMI) adults with mental health and co-occurring disorders who are at risk of homelessness, housing for transition-age youth (TAY), and Flexible Fund administration.

 

Behavioral Health and Recovery Services (BHRS) provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. The provision of transitional residential services is one established level of care. The services provided through this Agreement contribute to this measure.

BACKGROUND:

The Mental Health Association of San Mateo County (MHA) has contracted with BHRS to provide shelter, supported housing and other mental health rehabilitation services to San Mateo County clients for many years. These services focus primarily on providing low cost, community-based alternatives for BHRS clients who are at risk of an acute inpatient psychiatric admission, placement in a locked skilled nursing facility, or becoming homeless. In addition, MHA provides Flexible Funds administration for Adult and Older Adult Services and the Pathways for Women Program.

 

DISCUSSION:

This Second Amendment to the Agreement adds Flexible Fund administration for the Alcohol and Other Drug Services (AOD) Housing Support Program and adds Cost of Living Adjustments (COLA) for FY 2007-08. Flexible funds are used to purchase unique services for BHRS clients such as food, shelter, clothing and other basic necessities to help them maintain independent living in the community, to remain engaged in BHRS, and to avoid hospitalization. MHA will administer the Flexible Funds for the AOD Housing Support program. MHA is responsible for dispensing payment of funds to Shelter Network who will issue checks for payment to case managers upon receipt of AOD approval. AOD approvals will be issued upon receipt of utilization financial plans for eligible program clients. The Flexible Funds administration services will be effective June 1st. A COLA for this provider was approved by your Board for FY 2007-08.

 

The Amendment to the Agreement has been reviewed and approved by County Counsel and Risk Management. The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. This Amendment has been delayed due to negotiations over the flexible funds and oversight in adding the COLA for the second year of this two-year Agreement.

 

FISCAL IMPACT:

The term of the amended Agreement remains July 1, 2006 through June 30, 2008. The Agreement maximum will be increased by $59,255 from $4,134,514 to a new maximum of $4,193,769. The amended maximum for FY 2007-08 is $2,138,512. AOD Housing Support Flexible Funds in the amount of $25,000 will be provided from Board approved County funds set aside for the AOD Strategic Plan. The Net County cost is $34,255 for the COLA. Funds for this amended Agreement have been included in the BHRS FY 2007-08 Adopted Budget.
