SUBJECT:

Designation of Applicant’s Agent Resolution Required by the State Office of Emergency Services for the Purpose of Obtaining Certain Federal or State Financial Assistance

 

Recommendation

Adopt a resolution authorizing and designating specific Public Works agents, by title, for the purpose of engaging with the Federal Emergency Management Agency (FEMA) and the State Office of Emergency Services (OES) regarding grants applied for by the County.

Grant funds obtained from either FEMA or OES will go toward the benefit of the general public.

 

Background

For several years, the Public Works Department has served as the administrator for itself and other County Departments in relation to FEMA and OES disaster relief related grant programs.

 

Previous Board Action

Adopted Resolution No. 061725 on February 24, 1998, which authorized agents from the Public Works Department, by name and title, to engage with FEMA and OES regarding grants applied for by the County.

 

Discussion

The original authorized Public Works agents listed and referred to in Resolution No. 061725 have since retired or are no longer employed by the County. As a result, replacement authorized agents are required by OES. Attached, is the Designation of Applicant’s Agent Resolution (OES Form 130) listing the new Public Works authorized agents, by title only, to be passed and approved by your Board and certified by the president of your Board. The designation by title only will be more flexible than the previous process of designation by name and title, in that it will accommodate for retirements, departures and other anticipated changes.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

There is no impact to the General Fund.
