RECOMMENDATION:

Adopt a resolution

 

1.

Adopting plans and specifications, including conformance with prevailing wage scales requirements, and calling for sealed proposals; and

 

2.

Directing Public Works to file a Notice of Exemption for a CEQA Categorical Exemption for the Santa Cruz Avenue Pedestrian Improvement project in the West Menlo Park area.

The construction of pedestrian improvements, including the construction of concrete sidewalk and sidewalk access ramps, will increase the pedestrian safety on Santa Cruz Avenue for the benefit of the public.

 

BACKGROUND:

 

PREVIOUS BOARD ACTION

1.

Adopted Resolution Number 069137, dated December 4, 2007, authorizing the Director of Public Works to submit an application for Federal Congestion Mitigation and Air Quality Improvement (CMAQ) funding to finance multiple projects, including the Santa Cruz Avenue Pedestrian Improvement Project, and committing the necessary non-Federal match and stating the assurance to complete the project.

   

HISTORY:

The portion of Santa Cruz Avenue to be improved is a connection from Alameda de las Pulgas, a main thoroughfare for vehicular commuter traffic, to Sand Hill Road, a principal arterial. An existing substandard asphalt concrete walkway with no sidewalk access ramps currently exists on this portion of Santa Cruz Avenue.

 

DISCUSSION:

Plans and specifications for the work have now been prepared.

 

Federal grant funding recently became available and the County applied for and was granted funding up to a maximum amount of $200,000 for this project. Caltrans has authorized the County to proceed with the project and has obligated grant funding for this purpose.

 

Public Works staff has determined that this project qualifies for a Categorical Exemption pursuant to Section 15301 of the Guidelines for Implementation of the California Environmental Quality Act (CEQA). A Notice of Exemption will be filed upon adoption of the plans and specifications of this project.

 

We are now recommending that your Board authorize calling for bids for the proposed work.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The estimated cost of construction is $254,000 and is proposed to be financed as follows:

Sufficient Road Funds have been budgeted to finance the project as the federal funds are received on a reimbursable basis.
