Amendment to the Agreement with Pacific Rim Building Services

 

RECOMMENDATION:

Adopt a resolution:

 

A.

Authorizing the execution of an Amendment to the Agreement with Pacific Rim Building Services to provide janitorial services, five days per week, at the Fair Oaks Adult Clinic, the Fair Oaks Children’s Clinic, the Methadone Clinic, the Sequoia Teen Wellness Center, the Willow Clinic and the South San Francisco Clinic extending the term by two years from April 15, 2007 to April 14, 2010 and increasing the maximum amount payable by $158,287.50, from $96,722.50 to $255,010.

 

B.

Authorizing the Chief Executive Officer (CEO) of San Mateo Medical Center (SMMC) or the CEO's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

In 2006, Requests for Proposals (RFP) for custodial services at certain SMMC clinics were mailed out to three vendors. Pacific Rim was the lowest bidder of the two vendors responding. In 2007, custodial services were needed at more clinics. County Counsel advised SMMC to use the informal bid process on this contract rather than another RFP. Informal bids were requested from three vendors. Again, Pacific Rim was the lowest bidder.

 

DISCUSSION:

This Agreement was originally presented to the Board requesting a three year term. The Board approved the Agreement for a one year term and asked that verification be made that no Pacific Rim employees were receiving healthcare services at SMMC facilities as indigents. It was verified that Pacific Rim provides medical coverage for its employees and that none of its employees were receiving medical care as indigents.

An Amendment to the Agreement was approved by the Chief Executive Officer on December 12, 2007, which added to the scope of the Agreement custodial services at the Willow Clinic for a four month period and increased the maximum amount payable by $11,650 from $85,072.50 to $96,722.50.

This proposed Amendment would add the Willow Clinic for the remainder of the contract period and the South San Francisco Clinic for 18 months, beginning October 1, 2008. The Amendment would also increase the maximum amount payable under the contract by $158,287.50, from $96,722.50 to $255,010 and extend the term by two years, through April 14, 2010.

This item was reviewed by the Health System Redesign Initiative Team and aligns with the first-year implementation plan approved by the Board of Supervisors on March 25, 2008.

County Counsel has reviewed and approved this Amendment to the Agreement.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

FISCAL IMPACT:

The term of the Agreement is April 15, 2007 to April 14, 2010. The maximum amount payable under the Agreement, as amended, is $255,101. Funds to pay for these services are included in San Mateo Medical Center’s FY2007-08 Adopted Budget and will be included in future Fiscal Year Recommended Budgets.
