Sanitary Sewer Repair (Park Road and Springdale Way Slides) – Emerald Lake Heights Sewer Maintenance District,
(Project No. SE002, F-351 [25C])

 

RECOMMENDATIONS:

Acting as the governing board of the Emerald Lake Heights Sewer Maintenance District (District) adopt a resolution:

 

1.

Adopting plans and specifications, including conformance with prevailing wage scale requirements, and calling for sealed proposals; and

   

2.

Directing Public Works to file a Notice of Exemption for a CEQA Categorical Exemption.

 

for the repair of sanitary sewer lines damaged by landslides in the vicinity of Park Road and Springdale Way in the Emerald Lake Hills Area.

Adoption of this resolution contributes to this commitment and goal by working to effectively maintain and preserve the integrity of sanitary sewer facilities and prevent release of sewage to the environment for the benefit of the public.

 

BACKGROUND:

PREVIOUS BOARD ACTION

 

1.

Authorized the Director of Public Works to enter into and execute Agreements for Right of Entry and Release and to execute notices, options, consents, approvals and documents in connection with such Agreements, including, but not limited to, extension or termination of the Agreements for this project.

 

2.

Adopted a resolution continuing declarations of emergency for San Mateo County due to multiple winter storms including the March 27, 2006 storms and subsequent declaration.

 

HISTORY

The District installed sanitary sewer lines within easements acquired from property owners between 1985 and 1986 as part of the Emerald Lake Heights Wastewater Project. The pipes to be repaired are located within easements.

 

The March 2006 storms resulted in a landslide near Park Road, which damaged a 10-foot section of the sewer pipe. A temporary repair was made to continue providing sewer service to the adjacent properties.

 

The March 2006 storms also contributed to soil movement near Springdale Way, causing the sewer pipe to break in four (4) locations. The broken pipes have also been temporarily repaired.

 

DISCUSSION:

The proposed project will repair the sanitary sewer lines damaged by the storms. The work consists of replacing the existing pipe and constructing an anchoring system of cast-in-drilled-hole piles and pipe cradles to secure the sewer pipe from future movement.

 

The damage to the sewer pipe near Springdale Way occurred during the declared states of local emergency, making the repair eligible for Federal Emergency Management Agency (FEMA) funding. FEMA has approved the scope of the project and has determined that the project is eligible for funding in an amount not to exceed $23,932; however, FEMA must complete required reviews prior to obligating funds. Their reviews can take up to 18 months, which will likely delay the project until 2009. Staff is recommending that the project proceed now utilizing District funding to minimize the potential risk of future discharges of sewage into the environment. If FEMA completes their reviews prior to commencement of construction, the project may still be eligible for FEMA funding.

 

Public Works staff has determined that this project qualifies for a Categorical Exemption pursuant to Section 15301 of the Guidelines for Implementation of the California Environmental Quality Act (CEQA). A Notice of Exemption will be filed upon adoption of the plans and specifications for this project.

 

We are recommending that your Board authorize calling for bids for the proposed project.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The total estimated cost of this project is $268,000 and is proposed to be financed with District funds that have been allocated for this work.

 

There is no impact to the General Fund.
