RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT BETWEEN THE COUNTY OF SAN MATEO AND THE CITY AND COUNTY OF SAN FRANCISCO AND AN AGREEMENT BETWEEN THE COUNTY OF SAN MATEO AND PALCARE FOR THE PROVISION OF CHILD CARE SERVICES

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the County of San Mateo has had collaborative agreements with the City and County of San Francisco, through its Airport Commission, (“Airport”) since 1991 guaranteeing revenue for child care services; and

 

WHEREAS, the County owns the facility at 945 California Drive in Burlingame which currently accommodates PALCARE; and

 

WHEREAS, all parties wish to enter into a new five-year agreement from July 1, 2008 through June 30, 2013 to provide low-cost extended quality childcare for employees of the Airport and its tenants using Airport operating funds at an annual amount not to exceed $306,500 for a total agreement amount of $1,532,500. Funding for this agreement will come from the Airport and there is no Net County Cost.

 

WHEREAS, PALCARE has been designated by the City and County of San Francisco as the child care provider to receive contract funding and accordingly there is no need for a competitive process to select a contractor. Therefore, this Board has determined that it is in the best interest of the County to waive the RFP process, and hereby does so; and

 

WHEREAS, PALCARE’s current collective bargaining agreement does not offer pay for jury duty service to employees who live within San Mateo County. As PALCARE is the sole source provider, the County Manager recommends that the Board of Supervisors waive compliance in this instance, and the Board hereby does so.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of the Board of Supervisors is hereby authorized to execute an agreement with the City and County of San Francisco, through its Airport Commission, to provide for funding a child care facility located at 945 California Drive in Burlingame; and (2)

Execute an agreement with PALCARE for the child care services at 945 California Drive in Burlingame, providing 100 child care slots will be reserved for employees at San Francisco International Airport, and the President of the Board is hereby authorized and directed to execute the agreements, and the Clerk of the Board shall attest her signature thereto.
