BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

1) WAIVING THE REQUEST FOR PROPOSALS (RFP) PROCESS; AND 2) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH THE URBAN INSTITUTE TO EVALUATE THE BLUE RIBBON TASK FORCE PILOT, A COVERAGE EXPANSION AND ACCESS IMPROVEMENT PROGRAM, FOR A MAXIMUM AMOUNT OF $342,000 FOR THE TERM JULY 8, 2008 THROUGH DECEMBER, 31 2010; AND 3) AUTHORIZING THE COUNTY MANAGER OR THE COUNTY MANAGER’S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE) AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, Ordinance Code Section 2.92.160 authorizes the Board of Supervisors to waive the Request for Proposals (RFP) process in any situation where the Board of Supervisors determines that the best interest of the County could be served without the necessity of proposals; and

 

WHEREAS, it is in the best interest of the County to waive the RFP process due to Urban Institute’s extensive knowledge and experience of County data and systems accumulated by their work on the CHI evaluation, they are uniquely qualified to perform this evaluation; and

 

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance, an Agreement with Urban Institute to evaluate the Blue Ribbon Task Force Pilot, a coverage expansion and access improvement program, for a maximum amount of $342,000 for the term July 8, 2008 through December 31, 2010.

WHEREAS, this Board has been presented with this Agreement and has examined and approved it as to both form and content and desires to enter into said Agreement:

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors be, and is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of the Board shall attest the President’s signature thereto.

 

BE IT FURTHER RESOLVED that the County Manager’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
