Approval for an Agreement with MTG Management Consultants, LLC.

 

RECOMMENDATION:

Adopt a resolution:

 

1.

Waiving the Request for Proposal (RFP) process;

   

2.

Authorizing the President of the Board to execute an Agreement with MTG Management Consultants, LLC, to provide a needs assessment analysis for the San Mateo County District Attorney’s Office new Case Management System (CMS), in an amount not to exceed $118,620.00, and a term commencing June 1, 2008 to June 30, 2009; and

 

3.

Authorizing the District Attorney to execute amendments and minor modifications to this agreement not to exceed an aggregate of $25,000.00, and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The proposed agreement will incorporate the planned sharing of data among the county criminal justice departments through the Criminal Justice Information System (CJIS) project.

 

BACKGROUND:

In 2005, through an extensive RFP process, the County contracted with MTG to work with the Criminal Justice Departments and ISD to develop a strategic plan for the Criminal Justice Information System (CJIS). This contract was developed in such a way as to allow departments to separately contract with MTG for follow-up work related to CJIS and CJIS replacement.

 

Since the original plan of the CJIS project was to implement a system and process which allowed the sharing of data among the County criminal justice departments, it is important that the District Attorney’s Office pursue the implementation of a Case Management System to allow for the sharing of this data.

 

For the District Attorney’s Office, the next step is to perform a needs analysis for this new Criminal Management System (CMS). Since MTG has already done a preliminary study of the District Attorney’s Office CMS needs for the CJIS strategic plan, and since the original County-MTG contract permits departments to contract directly with MTG for CJIS related work, the District Attorney’s Office is choosing MTG to perform this work.

 

DISCUSSION:

MTG has identified several key objectives of the needs assessment, which reflect supporting elements outlined in the San Mateo County CJIS Migration effort.

 

MTG provides a unique perspective to analyze the existing case management environment within the District Attorney’s Office, as they have gained an understanding of the county’s operational and technical background allowing them to effectively address this project without having to spend time learning the County’s environment. Therefore, it is in the best interest of the County to waive the Request for Proposals process and to contract with MTG Management Consultants, LLC.

 

The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

County Counsel has reviewed and approved the resolution and agreement as to legal form.

 

FISCAL IMPACT:

The proposed agreement is not to exceed $118,620.00 and term commencing June 1, 2008 to June 30, 2009. This project will be paid from the General Fund.
