Agreement with the Child Care Coordinating Council of San Mateo County

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Agreement with the Child Care Coordinating Council of San Mateo County to provide community worker and child care services in the amount of $159,592 for the term of July 1, 2008 through June 30, 2009.

The Agreement contributes to this commitment and goal by providing support to the Prenatal-to-Three program in their efforts and services to parents of young children in high-risk families in San Mateo County.

BACKGROUND:

Supporting the goals and objectives of Healthy San Mateo 2010 and the national Healthy People 2010, the Health Department strives to improve child and adolescent health and well being throughout San Mateo County. The Prenatal-to-Three Initiative, within Family Health Services, is a model of integrated health services provided to expectant parents or families with children up to age five. The Prenatal-to-Three program, with its multidisciplinary staff, practices primary prevention and early intervention with families all along the risk spectrum.

On November 15, 2005, your Board authorized an Agreement with the Child Care Coordinating Council (4C’s) to provide community worker and child care referral services. On September 12, 2006, your Board adopted a resolution to amend the agreement in the amount of $151,852, for the term of July 1, 2005 through June 30, 2007 to include community and child care referral services. On June 19, 2007, your Board approved a second amendment to extend the term through June 30, 2008.

 

DISCUSSION:

In March 2008, Family Health Services issued a Request for Proposals (RFP) for community worker and child care services for the Prenatal-to-Three program. Child Care Coordinating Council was selected after the evaluation of proposals.

The Agreement with the Child Care Coordinating Council will provide two community workers and child care services for Prenatal-to-Three clients. The community workers will provide direct services such as in-home visits, parent education classes, Touchpoints parent support groups, and facilitation for parents to find child care services. This Agreement also allows for child care provided onsite by licensed child care providers while parents attend the various education and support groups the Prenatal-to-Three program offers.

 

The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. This Agreement is on the Continuing Resolution.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2008 through June 30, 2009. The Agreement maximum is $159,592. Funding is provided by a grant from First 5 San Mateo County for $89,755, by a grant from the Bella Vista Foundation for $8,000, and the balance of $61,837 will be funded through Medi-Cal Targeted Case Management. Funds for this Agreement are included in the Family Health Services tentatively Adopted FY 2008-09 Budget. There is no Net County Cost.
