Amendment to Agreement with the City of Daly City

   

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Amendment to the Agreement with the City of Daly City adding family health community worker services for the period July 1, 2008 through June 30, 2009, and increasing the maximum obligation by $67,296 from $310,380 to $377,676.

The Agreement contributes to this commitment and these goals by providing mental health services, prevention of childhood obesity services, and community worker services to residents living in the northern region of San Mateo County.

BACKGROUND:

The Daly City Collaborative (DCC) has provided community outreach and support services to the residents living in the northern region of San Mateo County since 1995. A program of DCC, Our Second Home (OSH), provides early intervention and treatment services to children zero to five years of age and their families. OSH also provides differential response early intervention services for families at risk of becoming involved in the child welfare system.

 

On April 8, 2008, your Board approved an agreement to fund a full-time mental health clinician and a one-time pilot project to incorporate a key component of the Health Department’s work on the prevention of childhood obesity. Behavioral Health and Recovery Services (BHRS) is providing funding for a mental health counselor at OSH. Health Policy and Planning is providing one-time partial funding for OSH’s cooking and nutrition classes targeting child care providers, parents, and young children in northern San Mateo County. The classes enable OSH to pilot nutrition, physical activity and television viewing standards developed by the Get Healthy San Mateo County (formerly called the San Mateo County Prevention of Childhood Obesity Task Force).

 

DISCUSSION:

On March 14, 2008, a Request for Proposals (RFP) was released describing the need for community worker services to provide the following services for the Family Health Prenatal-to-Three program: case management, community outreach, home visiting, support groups, parenting classes, and training of health care providers on child health and development. Three proposals were received. The proposals were evaluated and all three selected, one of which was the City of Daly City. Agreements with the other two contractors are being processed separately.

 

The term of the Agreement remains January 1, 2008 through June 30, 2010. The term for community worker services for the Family Health Prenatal-to-Three program is July 1, 2008 through June 30, 2009.

The amended Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The Agreement maximum is being increased by $67,296 from $310,380 to $377,676.

Of the increase, Medi-Cal Targeted Case Management will fund 50% ($33,648), and 50% ($33,648) is Net County Cost. The budgeted maximum of $67,296 is included in the Family Health tentatively Adopted FY 2008-09 Budget.
