Amendment to the Agreement with InnVision – The Way Home (InnVision)

 

RECOMMENDATION:

Adopt a Resolution authorizing an Amendment to the Agreement with InnVision – The Way Home to provide funding for Fiscal Year (FY) 2008-09 the term remains the same, July 1, 2007 through June 30, 2010, increasing the amount by $99,615 to $211,754.

The Agreement with InnVision contributes to this commitment and goal through the cooperative effects of public and private parties to provide housing resources and supportive services to low-income families.

BACKGROUND:

InnVision was established in 1973, as a leading provider of housing and supportive services for the at-risk and homeless population in Santa Clara County. On July 1, 2004, Clara Mateo Alliance (CMA) merged with InnVision. With the addition of CMA programs, staff, and expertise, InnVision was established as a provider of services for the homeless and at-risk residents of both Santa Clara County and San Mateo County.

 

DISCUSSION:

InnVision programs provide housing resources and supportive services to extremely low-income families. The mission of the programs is to create stability for clients in order to promote job achievement, retention and advancement through the provision of housing resources and supportive services, increase the families’ general health and education, thereby enabling participants to reach and maintain self-sufficiency.

 

InnVision responded to the County’s Notification of Funding Availability (NOFA) for FY 2008-09. As a result, InnVision qualified to receive Community Development Block Grant (CDBG) funding by the Board of Supervisors, on May 6, 2008. The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. This Amendment has been reviewed and approved as to form by the County Counsel’s office and Risk Management has approved the Contractor’s Insurance.

FISCAL IMPACT:

The term of the Agreement remains the same, July 1, 2007 through June 30, 2010. This Amendment adds $99,615 for FY 2008-09, for a total obligation of $211,754. Of the Amendment amount $58,787 is funded by CDBG funds and $40,828 in CalWORKs funds. The appropriations have been included in the FY 2008-09 tentatively Adopted Budget. There is no Net County Cost.
