SUBJECT:

Amendment to the Agreement with North Peninsula Neighborhood Services Center, Inc.

 

RECOMMENDATION:

Adopt a resolution authorizing an Amendment to the Agreement with North Peninsula Neighborhood Service Center, Inc., to provide funding for the remaining term of the Agreement, the term remains the same, July 1, 2007 to June 30, 2010, increasing the amount by $265,352 to $409,164; $265,352 is Net County Cost.

The Agreement contributes to this commitment and goal by providing San Mateo County residents with information, general assistance, case management, emergency material assistance and employment related activities through the seven (7) Core Services Agencies.

BACKGROUND:

Since September 1973, North Peninsula has been the primary provider of emergency services to low-income families in South San Francisco, San Bruno, and Brisbane. North Peninsula strives to help families work to improve their overall quality of life by finding long term solutions for their basic needs.

On June 5, 2007, the Board of Supervisors approved a three year Agreement (Resolution Number 068761) with North Peninsula for the period of July 1, 2007 through June 30, 2010, to provide safety net and referral services in San Mateo County. However, the Agreement with North Peninsula only included the first year of funding. This Amendment with North Peninsula will add funding for the remaining term of the Agreement.

 

DISCUSSION:

North Peninsula is one of the seven (7) Core Service Agencies, which provides services to the residents of San Mateo County with information, referral, emergency assistance, case management and other critical core services. These Core Services provide access to the County’s Human Services delivery system and are part of the network to prevent homelessness. The Core Service Agencies, including North Peninsula, have met their performance measures in the past years with the Human Services Agency.

The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits. This Amendment has been reviewed and approved as to form by the County Counsel’s office and Risk Management has approved the Contractor’s Insurance.

 

FISCAL IMPACT:

The term of the Agreement remains the same, July 1, 2007 through June 30, 2010. This Amendment adds $265,352 for a total obligation of $409,164. The Amended amount of $265,352 is 100% Net County Cost. Appropriations have been included in the tentatively Adopted Budget for FY 2008-09 and the FY 2009-10 Recommended Budget.
