Amendment to the Agreement with Samaritan House (Humboldt)

 

RECOMMENDATION:

Adopt a Resolution authorizing an Amendment to the Agreement with Samaritan House (Humboldt) to provide funding for the remaining term of the Agreement the term remains the same, July 1, 2007 to June 30, 2010, increasing the amount by $231,482 to $351,570; $216,482 is Net County Cost.

This Amendment contributes to this commitment and goal by providing San Mateo County residents with information, general assistance, case management, emergency material assistance and employment related activities through the seven (7) Core Services Agencies.

BACKGROUND:

On June 5, 2007, the Board of Supervisors approved Resolution Number 068764 authorizing an Agreement with Samaritan House for Core services. However, the Agreement with Samaritan House only included the first year funding, and needs to be amended to add the second and third years funding for FY 2008-09 and FY 2009-10, in order to avoid the interruption of services to San Mateo County residents.

Samaritan House is one of the seven (7) Core Service Agencies, which provides services to the residents of San Mateo County with information and referral, emergency assistance, case management and other services. These Core services provide access to the County’s Human Services delivery system and serves as part of the network to prevent homelessness. The Core Service Agencies, including Samaritan House, have met their performance measures in the past years with the Department of Housing and the Human Services Agency.

 

DISCUSSION:

This Amendment with Samaritan House for Core services is to continue to provide emergency and safety net services to low-income families in San Mateo County for FY 2008-09 and FY 2009-10. Funding provided under this Amendment shall be used by Samaritan House to connect San Mateo County residents to these most needed emergency services. The Contractor has assured compliance with the County’s Contractor Employee Jury Services Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has approved the Amendment as to form and Risk Management has approved the Contractor’s Insurance.

 

FISCAL IMPACT:

The term of the Agreement remains the same, July 1, 2007 to June 30, 2010. This Amendment adds $231,482 for a total obligation of $351,570. Of the Amendment amount, $15,000 is funded through the Community Development Block Grant (CDBG) and $216,482 is Net County Cost. Appropriations have been included in the FY 2008-09 tentatively Adopted Budget and the FY 2009-10 Recommended Budget.
