Second Amendment to the Agreement with Samaritan House

 

RECOMMENDATION:

Adopt a Resolution authorizing a Second Amendment to the Agreement with Samaritan House –Safe Harbor to provide funding for the remaining term of the Agreement the term remains the same, July 1, 2007 through June 30, 2010, increasing the amount by $812,130 to $1,357,524; $663,812 is Net County Cost.

BACKGROUND:

On June 5, 2007, The Board of Supervisors approved Resolution Number 068765 authorizing an Agreement with Samaritan House for the operation of the Safe Harbor Shelter. However, the Agreement with Safe Harbor only included the first year funding. This Amendment is to add the second and third year’s funding for the Fiscal Years 2008-10, in order to avoid an interruption of services to the San Mateo County homeless population.

 

DISCUSSION:

Samaritan House operates the Safe Harbor. Safe Harbor provides emergency shelter and transitional housing for homeless men and women, as well as case management services. Samaritan House has been engaged in providing shelter services in San Mateo County for a number of years and has partnered with the Human Services Agency to develop a year-round, service enriched program at Safe Harbor.

 

The Contractor has assured compliance with the County’s Contractor Employee Jury Services Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. This Amendment has been reviewed and approved as to form by the County Counsel’s office and Risk Management has approved the Contractor’s Insurance coverage.

 

FISCAL IMPACT:

The term of the Agreement remains the same, July 1, 2007 through June 30, 2010. This Second Amendment adds $812,130 of which, $36,000 is funded through Child Welfare Services, $28,318 is funded through CalWORKs, $84,000 is funded through Community Development Block Grant (CDBG), and $663,812 is Net County Cost. Appropriations for this Amendment have been included in the tentatively Adopted Budget for FY 2008-09 and the Recommended Budget for FY 2009-10.
