Amendment to the Agreement with Shelter Network for Shelter Operations

 

RECOMMENDATION:

Adopt a Resolution authorizing an Amendment to the Agreement with Shelter Network to provide funding for the remaining term of the Agreement the term remains the same, July 1, 2007 to June 30, 2010, increasing the amount by $803,317 to $1,286,101, $640,317 is Net County Cost.

The Agreement with Shelter Network contributes to this commitment and goal through the cooperative efforts of public and private parties to provide a continuum of housing opportunities for homeless families and individuals.

BACKGROUND:

Shelter Network has provided emergency shelter and/or transitional housing for homeless families and individuals in the County of San Mateo since 1987. Shelter Network provides emergency assistance to San Mateo County homeless families and individuals at the following seven (7) program sites throughout the County: Family Crossroads/Daly City, First Step for Families/San Mateo, Maple Street/Redwood City, EPA House/East Palo Alto, Redwood Family House/Redwood City, Haven Family House/Menlo Park, and the Bridges Program/various locations, which provides longer-term support in scattered-site apartments and houses. Shelter Network also provides case management services designed to help families move to transitional housing or directly to permanent housing. On June 5, 2007, the Board of Supervisors approved Resolution Number 068766 authorizing an Agreement with Shelter Network for Shelter Operation. However, the Agreement with Shelter Network only included the first year funding and needs to be amended to add the second and third years of funding for the Fiscal Years 2008-10 in order to avoid the interruption of services to San Mateo County’s at risk population.

 

DISCUSSION:

This Amendment will allow Shelter Network to continue to provide emergency shelter and transitional housing for homeless individuals and families, as well as to provide case management services, and other social services for the remaining term of the Agreement. Shelter Network is the only organization that utilizes their own facilities to provide services to homeless families throughout the County.

The Contractor has assured compliance with the County’s Contractor Employee Jury Services Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy. This Amendment has been reviewed and approved as to form by the County Counsel’s office and Risk Management has approved the Contractor’s Insurance.

 

FISCAL IMPACT:

 

The term of the Agreement remains the same, July 1, 2007 through June 30, 2010. This Amendment adds $803,317, for a total obligation of $1,286,101. Of the Amendment amount $640,317 is Net County Cost, and $163,000 is funded through Community Development Block Grant (CDBG). Appropriations have been included in the FY 2008-09 tentatively Adopted Budget and the FY 2009-10 Recommended Budget.
