Second Amendment to the Agreement with Shelter Network

 

RECOMMENDATION:

Adopt a Resolution authorizing a Second Amendment to the Agreement with Shelter Network to provide funding for the remaining term of the Agreement, the term remains the same, July 1, 2007 to June 30, 2010, increasing the amount by $1,642,616 to $2,428,303; $743,038 is Net County Cost.

The Agreement contributes to this commitment and goal through the cooperative efforts of public and private parties to advance the mutual goal of providing a continuum of housing opportunities for homeless families.

BACKGROUND:

The County has conducted business with Shelter Network to provide emergency shelter and transitional housing to families in San Mateo County since 1987. The Motel Voucher Program (MVP) and the Transitional Housing for Families with Special Needs Programs (FSNP) are two unique programs which were combined in 2003.Through these two programs, Shelter Network has been engaged in securing emergency housing for families in need of immediate shelter. The FSNP is a unique program which provides emergency and transitional housing to clients who are involved in the Child Welfare System. Shelter Network has been providing shelter to families through utilization of an average of five (5) family units per year at their Haven Family House located in Menlo Park and their other family shelter sites in the County.

 

DISCUSSION:

This Second Amendment will increase the funding by a one-time amount of $34,750, for an additional 1.25 housing units for the FSNP for the FY 2007-08 and $1,607,866 for the remaining term of the Agreement.

 

Shelter Network is actively seeking other funding opportunities for FSNP to fund additional housing units in the future. This Second Amendment continues to fund five (5) family units for families with special needs for FY 2008-10 who are identified by Child Welfare Services.

 

The Contractor has assured compliance with the County’s Contract Employee Jury Services Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel approved the Amendment as to form and Risk Management has approved the Contract’s Insurance.

 

FISCAL IMPACT:

The term of the Agreement remains the same, July 1, 2007 through June 30, 2010. This Second Amendment adds $1,642,616 for a total obligation of $2,428,303. Of the $1,642,616, $509,840 is through CalWORKs, $389,738 is through Child Welfare Services and $743,038 is Net County Cost. Appropriations have been included in the tentatively Adopted Budget for FY 2008-09 and the FY 2009-10 Recommended Budget.
