SUBJECT:

ON CALL MECHANICAL AND ELECTRICAL ENGINEERING CONSULTING AGREEMENTS WITH GUTTMANN & BLAEVOET, INTERFACE ENGINEERING, AND MAZZETTI & ASSOCIATES FOR A TOTAL AMOUNT NOT TO EXCEED $200,000 FOR EACH AGREEMENT

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute on call Mechanical and Electrical Engineering consulting agreements with Guttmann & Blaevoet, Interface Engineering, and Mazzetti & Associates, for a total amount not to exceed $200,000 for each agreement for the period of July 1, 2008 through

June 30, 2011.

The Board’s adoption of the proposed resolution will expedite projects than can improve various County facilities for the benefit of both the employee and the public that use these facilities.

 

BACKGROUND:

The Public Works Department routinely selects consultants to provide on call services as needed in order to support the operation and maintenance of County facilities. The types of work that is performed by these contractors include construction administration, conducting reviews for code compliance, assisting with design, preparation of schematic plans, developing cost analyses and estimates, and reviewing construction documents and project schedules.

 

DISCUSSION:

Proposals were solicited from engineering firms by direct mail and through advertising on the Public Works website following the selection procedures in the County’s Administrative Memorandum B – 1. The individual steps are listed in Exhibit A, attached. Representatives from the Department of Public Works participated on the selection committee that reviewed the qualifications of eight (8) firms submitting proposals. The committee recommended that three (3) firms be retained to provide Consulting Services on an as-needed basis.

 

The Consulting Services agreements are for a maximum amount of $200,000 for each contractor, for on call mechanical and electrical engineering services. A not-to-exceed fee will be established for each approved project that is assigned to each firm based on a detailed scope of work.

 

The term of the individual agreements will be for three (3) years from July 1, 2008 through June 30, 2011.

 

The resolution and agreements have been approved as to form by County Counsel and the Contractors have executed the agreements.

 

FISCAL IMPACT:

The cost of these contracts will be paid for out of the budgets for the individual projects that are assigned to the contractors. The Capital Projects Fund or the individual departments that are requesting the project generally fund the projects.
