MidCoast Drainage Improvement Project
(Projects No. M0210, M0211, F-149 [21])

 

RECOMMENDATION:

Adopt a resolution:

 

1.

Approving revised plans and specifications and determining prevailing wage scales for the MidCoast Drainage Improvement Project: Cypress Avenue from Highway 1 to Etheldore Street, Etheldore Street from Sunshine Valley Road to Vermont Avenue, and Sunshine Valley Road from Stetson Street to Etheldore Street – Moss Beach Area.

 

2.

Awarding and authorizing execution of a contract with Stoloski & Gonzales, Inc., in the amount of $356,500 for the above-mentioned project (Projects No. M0210, M0211, F-149[21]).

The proposed drainage improvements will help alleviate both street and property flooding which will benefit the public using the roads in these areas as well as adjoining property owners.

 
 

BACKGROUND:

PREVIOUS BOARD ACTION:

1.

Adopted Resolution No. 069295 on February 26, 2008, which adopted plans and specifications, determined prevailing wage scales and called for sealed proposals for the above-mentioned project.

 

2.

Adopted Resolution No. 069382 on April 22, 2008, which rejected the bids received for the above-mentioned project and authorized the Director of Public Works to re-engineer and re-advertise the project.

 

HISTORY:

Over the past few years, the Department has evaluated various options to construct storm drains in the subareas of the MidCoast as provided for in the MidCoast Community Plan, and has discussed those options with the MidCoast Community Council (MCC).

 

The MCC approved of constructing storm drain conveyance as described in this report, without requiring the associated road improvements as described in the Community Plan; and also supported drainage improvements being financed with Mitigation Fees that have been collected in the MidCoast area. On Tuesday,
June 24, 2008, bids were accepted for this project and subsequently referred to this office for checking and recommendation.

 

DISCUSSION:

The bids have been checked and the bid by:

 

Stoloski & Gonzales, Inc.

225 South Cabrillo Highway, #106-B

Half Moon Bay, CA 94019-1738

 

at $324,123 was the lowest bid received.

 

The Engineer’s estimate was $315,000. A summary of the bids received is illustrated on Exhibit “A”:

 

We have reviewed the contract documents and have determined that the Equal Employment Program and Jury Service Policy submitted by Stoloski & Gonzales, Inc. are in accordance with the current Equal Employment and Jury Service guidelines.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The total estimated cost for construction is $356,500, which includes a ten percent (10%) contingency (approximately $32,377) as the work is bid on a unit price basis (i.e., tons of asphalt concrete placed, linear feet of pipe installed). The contingency is used to pay the contractor for any additional material placed for the various bid items as the actual quantity used depends on the unit weight and actual limits of the construction project, or to pay for added work resulting from unforeseen conditions not anticipated in the construction contract documents.

 

The total estimated cost for construction is to be financed with Mitigation Fees.

 

Funds have been appropriated in the Road Fund to finance this work.

 

There is no impact to the General Fund.
