Amendment to the Agreement with Seton Medical Center

 

RECOMMENDATION:

Adopt a resolution:

 

A.

Authorizing the execution of an Amendment to the Agreement with Seton Medical Center for tertiary medical services extending the term by one year to June 30, 2008 and increasing the amount payable thereunder by $1,200,000 to a maximum amount payable not to exceed $2,200,000

 

B.

Authorizing the Chief Executive Officer (CEO) of San Mateo Medical Center (SMMC) or the CEO's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and goal by providing specialty cardiac and outpatient services, including radiation treatment and sleep lab.

BACKGROUND:

San Mateo County is responsible for providing medical care to its medically indigent adult population. SMMC, as a general acute care hospital, does not provide certain highly specialized services. A contract with Seton Medical Center ensures that specialty services are readily available.

 

DISCUSSION:

Services provided under this Agreement are required medical services that are not presently provided at SMMC. The majority of referrals to Seton are for inpatient cardiac and outpatient services. Some of the services provided are higher resolution Magnetic Resonance Imaging (MRI), radiation therapy, sleep lab, and cardiac specialty services, including implants.

The previous contract with Seton Medical Center expired on June 30, 2007. Contract negotiations took place over an extended period of time and were not concluded until May, 2008. An extended review process and turnover of staff delayed finalization of the contract documents.

This item was reviewed by the Health System Redesign Initiative Team and aligns with the first-year implementation plan approved by the Board of Supervisors on March 25, 2008.

County Counsel and Risk Management have reviewed and approved this Agreement.


The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits.

FISCAL IMPACT:

The term of the Agreement is July 1, 2006 through June 30, 2008. The maximum amount of the Agreement is $2,200,000. Funds to pay for these services are included in SMMC’s FY2007-08 Adopted Budget.
