RESOLUTION AUTHORIZING: 1) WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS; 2) THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH MTG MANAGEMENT CONSULTANTS, LLC, TO PROVIDE A NEEDS ASSESSMENT ANALYSIS FOR THE SAN MATEO COUNTY DISTRICT ATTORNEY’S OFFICE NEW CASE MANAGEMENT SYSTEM (CMS), IN AN AMOUNT NOT TO EXCEED $118,620.00, AND A TERM COMMENCING JUNE 1, 2008 TO JUNE 30, 2009 ; AND 3) THE DISTRICT ATTORNEY TO EXECUTE AMMENDMENTS AND MINOR MODIFICATIONS TO THIS AGREEMENT NOT TO EXCEED AN AGGREGATE OF $25,000.00, AND/OR MODIFY THE CONTRACT AND /OR SERVICES SO LONG AS THE MODIFIED TERM AND SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance an Agreement, reference to which is hereby made for further particulars, whereby MTG Management Consultants, LLC, shall provide a needs assessment analysis for the District Attorney’s Office new Criminal Management System (CMS); and

WHEREAS, MTG has been previously retained for the purpose of providing advise and assistance to the County in developing a strategic plan for migration of the Criminal Justice Information System (CJIS) to an alternate platform; and

WHEREAS, it is in the best interest of the County to Waive the Request for Proposals Process because MTG, through past work with the county, has gained an understanding of the County’s operational and technical background allowing them to effectively address this project without having to spend time learning the County’s environment; and

WHEREAS, both parties now wish to enter into an Agreement to provide a needs assessment analysis for the District Attorney’s Office new Criminal Management System, for the period from June 1, 2008 to June 30, 2009; and

WHEREAS, this Board has been presented with a form of such Agreement and has examined and approved same as both form and content, and desires to enter into same;

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED THAT THE:

1.

Request for Proposals process is waived;

2.

President of this Board or Supervisors be, and is hereby authorized to, execute the agreement with MTG Management Consultants, LLC, for and on behalf of the County of San Mateo, and the Clerk of this Board of Supervisors shall attest the president’s signature thereto; and

3.

District Attorney is hereby authorized to execute amendments and minor modifications to this agreement not to exceed an aggregate of $25,000.00, and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
