RESOLUTION

1. APPROVING REVISED PLANS AND SPECIFICATIONS AND DETERMINING PREVAILING WAGE SCALES FOR THE MIDCOAST DRAINAGE IMPROVEMENT PROJECT: CYPRESS AVENUE FROM HIGHWAY 1 TO ETHELDORE STREET, ETHELDORE STREET FROM SUNSHINE VALLEY ROAD TO VERMONT AVENUE, AND SUNSHINE VALLEY ROAD FROM STETSON STREET TO
ETHELDORE STREET – MOSS BEACH AREA; AND
2. AWARDING AND AUTHORIZING EXECUTION OF A CONTRACT WITH STOLOSKI & GONZALES, INC., IN THE AMOUNT OF $356,500 FOR THE
ABOVE-MENTIONED PROJECT (PROJECTS NO. M0210, M0211, F-149[21]).

 

WHEREAS, this Board of Supervisors did, on February 26, 2008, adopt Resolution No. 069295, which resolution adopted the plans and specifications, determined the prevailing wage scales and called for the sealed proposals for the installation of drainage improvements on portions of Cypress Avenue, Etheldore Street and Sunshine Valley Road in the Moss Beach Area; and

 

WHEREAS, this Board of Supervisors did, on April 22, 2008, adopt Resolution No. 069382, which resolution rejected the bids received on March 18, 2008, and authorized the Director of Public Works to re-engineer and re-advertise the project for bid in June 2008; and

 

WHEREAS, the Clerk of this Board of Supervisors did, in public on June 24, 2008, open and examine all sealed proposals that were received in the specified time for the doing of the work referred to in said Resolution No. 069382; and

 

WHEREAS, this Board of Supervisors has caused an analysis of said proposals to be made by the Director of Public Works of the County of San Mateo, and has, in open session, fully reviewed and considered said sealed proposals and the analysis thereof; and

 

WHEREAS, the lowest responsible bid was submitted by Stoloski & Gonzales, Inc., in the amount of Three Hundred Twenty-Four Thousand One Hundred Twenty- Three and No/100 Dollars ($324,123.00) based on an estimate of the amount of work to be done.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

The revised plans and specifications dated April 22, 2008, for the aforesaid project, on file in the office of the Director of Public Works, to which reference is hereby made for further particulars, are hereby approved and are adopted as the plans and specifications to be adhered to in letting and performing the work under a contract for said improvements.

 

2.

The schedule of prevailing wages referred to in said specifications has been determined to contain the general prevailing rates of wages in the locality in which said work is to be performed for each craft or type of workman needed to execute said contract.

 

3.

It is to the best interest of the County of San Mateo to award the contract for the MidCoast Drainage Improvement Project to:

 

Stoloski & Gonzales, Inc.

225 South Cabrillo Highway, #106-B

Half Moon Bay, CA 94019

 

4.

The County of San Mateo shall enter into a written agreement with Stoloski & Gonzales, Inc., for the doing of said work as required by the plans and specifications therefore adopted and approved by this Board of Supervisors, as hereinbefore mentioned, said plans and specifications being on file in the office of the Director of Public Works of the County of San Mateo.

On behalf of the County of San Mateo, the President of this Board of Supervisors shall be, and is hereby, authorized and directed to execute an agreement with Stoloski & Gonzales, Inc., for the work described herein, subject to the Department of Public Works’ receipt and approval of the Faithful Performance Surety Bond and the Payment Bond required to be posted by said Contractor in connection therewith.

 

6.

All payments to the Contractor be in accordance with the plans, specifications, and other contract documents, based on the Director of Public Works’ written estimate of work actually done.

 

7.

Paragraph 4 above notwithstanding, aggregate payment to Contractor shall not exceed the sum of Three Hundred Fifty-Six Thousand Five Hundred and No/100 Dollars ($356,500.00) without this Board’s prior approval.

 

8.

The Clerk of the Board of Supervisors, County of San Mateo, is hereby authorized and directed to attest the signature of the President of this Board of Supervisors to said written contract.
