Amendments to Agreements with 12 providers of Alcohol and Other Drug Services for FY 2007-09

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute Amendments to Agreements with: 1) Asian American Recovery Services, Inc., $587,927; 2) El Centro de Libertad, $743,316; 3) Free At Last, $975,029; 4) Horizon Services, Inc., $926,162; 5) Our Common Ground, Inc., $735,629; 6) Project Ninety, Inc., $1,890,435; 7) Pyramid Alternatives, Inc., $628,200; 8) Service League of San Mateo County, $655,996; 9) Sitike Counseling Services, $515,500; 10) The Latino Commission, $879,205; 11) Women’s Recovery Association, $1,907,775; and 12) Youth and Family Enrichment Services, $1,422,923; for the provision of alcohol and other drug services for the term of January 1, 2008 through June 30, 2009, increasing the total combined obligation by $1,022,909, for a new total combined obligation of $11,868,097.

The services provided under these amended Agreements contribute to this commitment and goal by providing alcohol and other drug treatment services to parolees, to clients with multiple disorders, and to other individuals and families in San Mateo County to develop skills and knowledge necessary to live alcohol and drug free lives.

BACKGROUND:

On November 15, 2005, your Board approved the Mental Health Services Act plan for San Mateo County. Your Board also recommended that Alcohol and Other Drug Services (AOD) be involved in the planning and delivery of services to clients with co-occurring mental health and alcohol and substance abuse disorders. Behavioral Health and Recovery Services (formerly Mental Health Services and AOD) met with representatives of the Treatment Provider Coalition to discuss your Board’s recommendation and to request proposals for co-occurring treatment services. Treatment providers submitted proposals addressing the scope of work to be provided. Agreements for co-occurring services for selected providers were written for a term of 16 months and included a provision that additional funding would be available for FY 2008-09 upon successful completion of the contract requirements.

 

Behavioral Health and Recovery Services (BHRS) receives an annual Bay Area Services Network (BASN) allocation for AOD treatment services through the State Net Negotiated Agreement (NNA). In the Spring of 2008 BHRS conducted a Request For Proposals (RFP) process for BASN parolee treatment services. After review, eight proposers were selected.

 

On December 4, 2007, your Board approved agreements with 12 contractors for the provision of AOD treatment services funded through the NNA. Those Agreements are for the term January 1, 2008 through June 30, 2009.

 

BASN funded AOD services are targeted to parolees. Co-occurring services are provided to clients who are clinically diagnosed with AOD and mental health needs. MIOCR funded services are provided to female offenders who have co-occurring treatment needs. Children’s Place services target children who are growing up in chemically dependent families.

 

DISCUSSION:

In order to consolidate multiple agreements with the same contractors, BHRS is amending the 12 current NNA Agreements to add BASN services, co-occurring services, and a three percent Cost Of Living Adjustment (COLA) for FY 2008-09. All 12 providers are receiving a COLA. The eight contractors providing BASN services are identified in the Exhibit A (RFP Matrix) of this memorandum. Nine of the 12 contractors are providing co-occurring treatment services. The Amendment with Our Common Ground, Inc., includes operating lease provisions for use of County property in East Palo Alto. The Amendment with Women’s Recovery Association also includes MIOCR funded services, which will be provided subject to the provision of renewed State MIOCR funding for FY 2008-09. The Youth and Family Enrichment Services Amendment also includes Children’s Place services, which will be provided to students at schools in Redwood City.

 

The amended Agreements have been reviewed and approved by County Counsel and Risk Management. The Contractors have assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits. The Agreements with providers for BASN and co-occurring services are on the Continuing Resolution.

 

FISCAL IMPACT:

The term for each of these amended Agreements remains January 1, 2008 through June 30, 2009. The Agreements’ combined maximum obligation of $10,845,188 is being increased by $1,022,909 for a new combined maximum obligation of $11,868,097. The combined maximum obligation for FY 2008-09 is increased from $7,244,408 to $8,267,317. Of that amount, NNA will fund $5,905,670; BASN will fund $341,575; the Health Department Administration will fund $300,000 for co-occurring services and $100,000 for the Children’s Place; and $64,000 will be from the MIOCR grant. The remaining balance of $1,556,072 represents the Net County Cost for FY 2008-09. These funds are included in the BHRS tentatively Adopted FY 2008-09 Budget.

Minimum Requirements: Timely submission and proposal is complete utilizing template provided and including all required attachments.

AOD Policies: Program’s agreement to adhere to all San Mateo County AOD policies.

Service Description, History and Staffing Patterns: Experience, expertise, and staff qualifications in providing the proposed alcohol/drug treatment services to BASN parolees. The ratio of staffing and supervision to provide the proposed services were reviewed.

Assurance of Continuity of Care: Evidence of a successful history working with collaborative partners in meeting the needs of this specific population. Commitment to actively involving the participant in determining their own treatment and recovery plan.

Treatment Philosophy: Articulated understanding of BASN treatment services as described in the RFP. Treatment approaches that result in consumer retention, successful completion and other ancillary services such as employment, housing, and the resolution of legal issues. Demonstration of integrating evidence-based practices, cultural responsiveness, and welcoming/engagement efforts.

Budget and costs: Costs associated with the delivery of services, including cost per unit. The ratio of staff directly involved in treatment to clients will also be reviewed to determine cost effectiveness and appropriateness of proposed costs. Strategies and efforts in place to attain a diversified revenue portfolio.
