SUBJECT:

The San Mateo Health Center Parking Lot Improvement Project. Project No: P17H1

 

RECOMMENDATION:

Adopt a resolution adopting plans and specifications, including conformance with prevailing wage scale requirements, and calling for sealed bids for the San Mateo Health Center Parking Lot Improvement Project (Project No. P17H1).

Your Board’s adoption of the proposed resolution will allow us to improve the existing parking lot at San Mateo Health Center for the benefit of both the employee and the public that use this facility.

 

BACKGROUND:

There are 759 existing parking spaces provided on-site at the southwest parking lot of the County Health Center. Twenty-five spaces are designated as handicapped accessible spaces and there are several designated vanpool spaces as well. Several of the spaces in the general use employee and visitor lots are unusable due to the narrow striping. These narrow parking stalls are less than 8 feet wide and have faded or non-existent striping, which has made it difficult to access appropriate parking.

 

DISCUSSION:

A study was conducted in September of 2007 at the San Mateo Health Center Campus and it was determined that the existing parking facilities were in need of improvement. The study indicates the surface parking lots, particularly the southwest parking area should be repaved and striped due to the deterioration of the paving. Concurrent with this striping, the spaces should be widened to a uniform width of at least 8 feet and the employee only lot should be expanded at the corner of Hacienda Street and 39th Avenue. This expansion will regain the lost parking stalls from the reconfiguration and widening of the stalls.

 

In addition, the proposed layout for improvements will provide the same number of handicap parking stalls but with five van accessible stalls. Currently there are twenty-five spaces designated as accessible parking stalls, two of which are van accessible. The increase in the number of van accessible stalls is required to meet the Americans with Disabilities Act (ADA) requirements.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The estimated construction cost of the project is $270,000 and an appropriation has been established in the 2008/2009 Capital Projects Budget.
