SUBJECT:

APPROVAL OF FY 08 STATE HOMELAND SECURITY GRANT PROGRAM FOR THE SAN MATEO OPERATIONAL AREA

RECOMMENDATION:

Adopt a Resolution authorizing the OES Area Coordinator or his designee:

    1. to submit a grant application to California Office of Homeland Security (OHS) through U.S. Department of Homeland Security (DHS) for administration of grant awards to enhance the capabilities of local first responders in the amount not to exceed $2,500,000.

    2. the Sheriff to execute the grant and any minor modifications not to exceed an aggregate of $25,000, and/or modify the term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

VISION ALIGNMENT:

Commitment: Responsive, effective and collaborative government

Goal: # 22: County and local governments effectively communicate, collaborate, and develop strategic approaches to issues affecting the entire County. The grant contributes to this commitment and goal by providing equipment to first responders of local communities and improves the response capabilities of individuals responding to biological, chemical, or radiological terrorism incidents as well as natural disasters and other hazards.

This project aligns with Vision 2010 Goal by providing quality public safety in a collaborative model; working in a shared manner with both our local and regional public safety partners in responding to disasters and mutual aid incidents.

 

Performance Measure(s): Specific performance measure for the program is the response time to emergency incidents.

BACKGROUND:

The Department of Homeland Security is providing grants to each of the states for the FY 08 Homeland Security Grant Program. The funding will pass through the California Office of Homeland Security to the Operational Areas. In order to receive funding, the San Mateo County Operational Area is required to submit a completed application that includes a resolution from the governing board (the San Mateo County Board of Supervisors). This grant program allows continued expansion and enhancement through four basic areas; planning, equipment, training, and exercises. The grant program is 100% funded and requires no matching funds.

   

DISCUSSION:

Changes in local, state, national, and international conditions have precipitated the necessity for reviewing, updating, and upgrading current preparedness, response, and recovery plans and procedures. This grant will allow all jurisdictions within the operational area to take advantage of funding to revise their plans and procedures, supplement existing equipment and response capabilities, continue training and exercising, and strengthen community response groups. The San Mateo Area Office of Emergency Services (OES) will serve as the administrator for the distribution to County cities and special districts.

County Counsel has reviewed the resolution as to form.

 

FISCAL IMPACT:

There is no fiscal impact on the County, OES or Sheriff’s Office net county cost. The not to exceed $2,500,000 grant will be utilized to supplement and enhance existing capabilities and facilitating exercises and training throughout the county. Existing OES staff resources will be used to administer this grant. Overall there is no net cost to the county.
