SUBJECT:

Approval of FY 08 Buffer Zone Protection Program Grant for the San Mateo Operational Area

RECOMMENDATION:

Adopt a Resolution authorizing the OES Area Coordinator or his designee:

    1. to submit a grant application to California Office of Homeland Security (OHS) through the Department of Homeland Security (DHS) for administration of grant awards to enhance security for designated sites in the amount of $193,030.

    2. the Sheriff to execute the grant and any minor modifications not to exceed an aggregate of $25,000, and /or modify the terms and/or services is/are within the current or revised fiscal provisions.

BACKGROUND:

The Department of Homeland Security has awarded grant funds for the protection of infrastructures that they deem critical or key to a jurisdiction and the surrounding communities. These funds are to be used to increase the preparedness response capabilities of those agencies responsible for the safety and security of communities in the surrounding area through planning and equipment.

   

DISCUSSION:

Changes in local, state, national, and international conditions have precipitated the necessity for additional security/or enhancements of selected critical sites that are considered key resources in a jurisdiction and the surrounding communities. These funds will allow jurisdictions to take advantage of funding to revise and enhance security measures at the critical site through planning and equipment. San Mateo County Area Office of Emergency Services and Homeland Security will serve as the administrator for the grant to the designated site within the County of San Mateo.

 

FISCAL IMPACT:

There is no impact on the County, OES, or Sheriff’s Office net county cost. The $193,030 Buffer Zone Protection Program will be utilized for the supplementing and enhancing of existing security measures at the designated site.
