RESOLUTION AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AMENDMENTS TO AGREEMENTS WITH: 1) ASIAN AMERICAN RECOVERY SERVICES, INC., $587,927; 2) EL CENTRO DE LIBERTAD, $743,316; 3) FREE AT LAST, $975,029; 4) HORIZON SERVICES, INC., $926,162; 5) OUR COMMON GROUND, INC., $735,629; 6) PROJECT NINETY, INC., $1,890,435; 7) PYRAMID ALTERNATIVES, INC., $628,200; 8) SERVICE LEAGUE OF SAN MATEO COUNTY, $655,996; 9) SITIKE COUNSELING SERVICES, $515,500; 10) THE LATINO COMMISSION, $879,205; 11) WOMEN’S RECOVERY ASSOCIATION, $1,907,775; AND 12) YOUTH AND FAMILY ENRICHMENT SERVICES, $1,422,923; FOR THE PROVISION OF ALCOHOL AND OTHER DRUG SERVICES FOR THE TERM OF JANUARY 1, 2008 THROUGH JUNE 30, 2009, INCREASING THE TOTAL COMBINED OBLIGATION BY $1,022,909, FOR A NEW TOTAL COMBINED OBLIGATION OF $11,868,097

 

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance Amendments to twelve (12) Agreements, reference to which is hereby made for further particulars, whereby: 1) Asian American Recovery Services, Inc.; 2) El Centro de Libertad; 3) Free At Last; 4) Horizon Services, Inc.; 5) Our Common Ground, Inc.; 6) Project Ninety, Inc.; 7) Pyramid Alternatives, Inc.; 8) Service League of San Mateo County; 9) Sitike Counseling Services; 10) The Latino Commission; 11) Women’s Recovery Association (WRA); and 12) Youth and Family Enrichment Services, shall provide alcohol and other drug services under the Flat Rate Negotiated Rate Contract , Bay Area Services Network (BASN), and co-occurring services; and

 

WHEREAS, Behavioral Health and Recovery Services (BHRS) conducted a Request For Proposals (RFP) process to select providers for BASN parolee treatment services and selected eight (8) of the aforementioned contractors to provide these services, and now wishes to incorporate such services into the current Flat Rate Agreements; and

 

WHEREAS, services to clients with co-occurring disorders is incorporated into the Flat Rate Agreements with nine (9) of the aforementioned Contractors; and

 

WHEREAS, this Board has approved a three percent Cost Of Living Adjustment (COLA) for FY 2008-09, and now wishes to incorporate the COLA into the Flat Rate Agreements with the twelve (12) aforementioned Contractors; and

 

WHEREAS, in the case of WRA, Mentally Ill Offender Crime Reduction (MIOCR) services are incorporated into the Flat Rate Agreement; and

 

WHEREAS, in the case of the Our Common Ground an operating lease Agreement is being incorporated into the Flat Rate Agreement; and

 

WHEREAS, in the case of the Youth and Family Enrichment Services the Children’s Place services are being incorporated into the Flat Rate Agreement; and

 

WHEREAS, The term of these twelve (12) Agreements remains January 1, 2008 through June 30, 2009, and the maximum combined obligation under these Amended Agreements is $11,868,097:

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors be and is hereby authorized and directed to execute said Amendments for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.
