RESOLUTION AUTHORIZING THE SHERIFF, ACTING IN HIS CAPACITY AS THE AREA COORDINATOR OF THE OFFICE OF EMERGENCY SERVICES TO SUBMIT A GRANT APPLICATION TO THE CALIFORNIA OFFICE OF HOMELAND SECURITY AND TO EXECUTE THE GRANT AND ANY OTHER DOCUMENTS REQUIRED BY AND FOR THE PROGRAM AS DESCRIBED

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the Sheriff or his designee serves as the Area Coordinator of the San Mateo County Office of Emergency Services (OES); and

 

WHEREAS, OES wishes to apply to the State for grant funding to enable local agencies to enhance and/or supplement the capabilities of local first responders; and

 

WHEREAS, the State of California, Office of Homeland Security (OHS) requires the Grantee to certify by resolution the approval of the application before submission of said application to the State; and

WHEREAS, the State of California Office of Homeland Security (OHS) has received funding through the U.S. Department of Homeland Security (DHS) which will be allocated to the local agencies to enhance the capabilities of local first responders through the purchase of advanced equipment, training, planning, and exercises to enhance homeland security; and

WHEREAS, OES will serve as the administrator for the grant award received in the amount of NOT TO EXCEED TWO MILLION FIVE HUNDRED THOUSAND DOLLARS AND NO CENTS ($2,500,000.00) by the State of California through the Department of Homeland Security (DHS) to enhance the capabilities of local first responders; and

WHEREAS, this grant award is a no match grant through the Department of Homeland Security (DHS); and

WHEREAS, this grant award will be used for the following projects by discipline, Interoperability Communications –Countywide Fire; Information Sharing- Countywide Law; Pharmaceuticals and Supplies- Countywide Public Health; Interoperability and Public Notification Systems –Emergency Management; Training and Exercising – Countywide Fire and Law; EOD equipment- Countywide Bomb Squad and WMD Swat Team; Emergency Planning annex- Emergency Management; Citizen Preparedness- Countywide CERT teams and all Citizen preparedness programs; Information Sharing, training, planning, and exercising- Regional Terrorism Threat Assessment Center.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors authorizes the Sheriff, in his capacity as OES Area Coordinator, to apply for a grant to supplement, modify, amend, or add emergency programs in the amount of NOT TO EXCEED $2,500,000; and that the President of the Board shall execute the Certification necessary to complete application;.

IT IS FURTHER ORDERED; that the Area OES Coordinator or his designees shall familiarize himself with the grant assurances and certifications in the application, and assure the County’s ability to comply with and conduct all negotiations, and execute and submit all documents including but not limited to the application, the grant, amendments, payment requests, and other documents that maybe necessary for the completion of the aforementioned program; and

that the Sheriff can execute the grant and any minor modifications not to exceed an aggregate of $25,000 and/or modify the term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
