BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION AUTHORIZING THE SHERIFF OR HIS DESIGNEE, ACTING IN HIS CAPACITY AS THE AREA COORDINATOR OF THE OFFICE OF EMERGENCY SERVICES TO SUBMIT A GRANT APPLICATION TO THE CALIFORNIA OFFICE OF HOMELAND SECURITY AND TO EXECUTE THE GRANT AND ANY OTHER DOCUMENTS REQUIRED BY AND FOR THE PROGRAM AS DESCRIBED

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the Sheriff or his designee serves as the Area Coordinator of the San Mateo County Office of Emergency Services (OES); and

 

WHEREAS, OES wishes to apply to the State for grant funding to enable both local and county law enforcement agencies to enhance and/or supplement the security of designated critical/key sites in the county; and

 

WHEREAS, the State of California, Office of Homeland Security (OHS) requires the Grantee to certify by resolution the approval of the application before submission of said application to the State; and

WHEREAS, the State of California Office of Homeland Security (OHS) has received funding through the U.S. Department of Homeland Security (DHS) for the Buffer Zone Protection Program (BZPP), which funding will be allocated to the local and county law enforcement agencies to enhance the security of a designated site through the purchase of equipment to enhance security; and

WHEREAS, OES will serve as the administrator for the grant award received in not to exceed the amount of ONE HUNDRED NINTY THREE THOUSAND THIRTY DOLLARS ($193,030); and

WHEREAS, this grant award is a no match grant through the Department of Homeland Security (DHS); and

WHEREAS, this grant award will be used for the following projects, 1.) Physical Security Enhancement equipment, 2.) Detection equipment and 3.) Interoperability enhancement and 4.) Management and Administration of the Grant.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors authorizes the Sheriff, in his capacity as OES Area Coordinator, to apply for a grant to supplement and /or add security equipment to protect a designated critical site in the amount of $193,030; and that the President of the Board shall execute the Certification necessary to complete application;.

IT IS FURTHER ORDERED; that the Area OES Coordinator or his designees shall familiarize himself with the grant assurances and certifications in the application, and assure the County’s ability to comply with and conduct all negotiations, and execute and submit all documents including but not limited to the application, the grant agreement, amendments, payment requests, and other documents that may be necessary for the completion of the aforementioned program
