TO:

Honorable Board of Supervisors

FROM:

Supervisor Jerry Hill and Supervisor Adrienne J. Tissier

SUBJECT:

Agreement Providing for Management of the San Mateo County Fair and the San Mateo County Event Center

RECOMMENDATION:

Approve a resolution authorizing the President of the Board to execute an agreement with the San Mateo County Exposition and Fair Association providing for management of the San Mateo County Fair and the San Mateo County Event Center.

VISION ALIGNMENT:

Commitment: Responsive, effective and collaborative government.

Goal(s): Goal #20, government discussions are based on care consideration of future impact, rather than temporary relief or immediate gain.

BACKGROUND:

Since 1938 the San Mateo County Fair and Exposition Association, a non-profit corporation, has, and currently runs the annual County Fair and manages the Event Center and its facilities. Throughout the year there are conference, expositions and shows taking place in buildings and facilities located at the Event Center.

DISCUSSION:

With the end of live horse racing at Bay Meadows, the off track betting activity is being moved a new satellite wagering facility at the Event Center in Oak Hall. This agreement will include the management of the satellite wagering facility, as well as the management of the County Fair and the Event Center, as part of the responsibilities of the Association.

The proposed contract has essentially the same terms as the previous contract with the San Mateo County Fair and Exposition Association except for:

1.

including the management of the satellite wagering facility,

2.

increasing the General Manager’s authority for entering contracts from $25,000 to $50,000, and

3.

a new term through June 30, 2020.

FISCAL IMPACT:

There is no fiscal impact to the County.
