Agreement with San Mateo County Community College District (SMCCCD)

 

RECOMMENDATION:

Adopt a Resolution:

 

A. Waiving the Request for Proposal (RFP) process;

B. Authorizing the execution of an Agreement with SMCCCD to provide Independent Living Skills Program (ILP) classes, for the term of September 1, 2008 through June 30, 2009, in the amount of $132,228; and

 

C. Authorizing the Director of the Human Services Agency or the Director’s designee to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the Agreement.

The Agreement contributes to this commitment and goal by teaching foster youth life skills that are needed to become productive adults. The skills they will gain and the connections they will make are essential in ensuring a successful transition to adulthood.

BACKGROUND:

Since September of 2004, SMCCCD has been providing ILP classes at their Community College campus to allow foster youth to acclimate to a college setting and to help in the transition from high school to college.

 

DISCUSSION:

SMCCCD will once again offer ILP classes and provide education, employment and life skills training at a community college level, as well as housing workshops and independent development accounts for FY 2008-09. However, classes will be reduced from weekly to bi-weekly, which will reduce the cost of services for FY 2008-09 to $132,228 compared to $180,765 for FY 2007-08, when classes were held weekly.

HSA has determined the need to expand the program in an effort to create a more experiential learning environment and to provide community-based sites. Therefore, a Request For Proposal (RFP) will be conducted in the Fall of 2008 to seek colleges, non-profit and community based organizations that are interested in submitting a proposal for services for FY 2009-10, FY 2010-11 and FY 2011-12.

 

It is in the County’s best interest to waive the RFP process for FY 2008-09, so that services continue uninterrupted and to allow time for the completion of a RFP.

 

The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved the Agreement as to form and Risk Management has approved Contractor’s insurance.

 

FISCAL IMPACT:

The term of the Agreement is September 1, 2008 through June 30, 2009. The total obligation under this Agreement is $132,228, of which 100% is funded through State Funds. Appropriation has been included in the FY 2008-09 tentatively Adopted Budget. There is no Net County Cost.
