SUBJECT:

Amendment Two to the Agreement with Catholic Charities CYO for the continuation of the Meals on Wheels and Supplemental Meals on Wheels Programs

   

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute Amendment Two to the Agreement with Catholic Charities CYO for the continuation of the Meals on Wheels and Supplemental Meals on Wheels Programs increasing the amount by $111,232 to $698,593 and extending the term through September 30, 2008.

 

VISION ALIGNMENT:

Goal: 8: Help vulnerable people—the aged, disabled, mentally ill, at-risk youth and others—achieve a better quality of life.

 

Older American’s Act (OAA) and Community-Based Services Program (CBSP) funds contribute to this commitment and goal by allowing Aging and Adult Services (AAS) to contract with community partners to provide home-delivered meals to this targeted population.

 

AAS strives to provide a continuum of services necessary to allow at-risk seniors and adults with disabilities to remain in the least restrictive setting. The Meals on Wheels (MOW) and Supplemental Meals on Wheels (SMOW) programs are a part of the continuum that help maintain individuals in a least restrictive setting.

BACKGROUND:

On August 14, 2007, your Board authorized Resolution 68920 approving an Agreement with Catholic Charities CYO and 22 other providers for Adult Day Care/Adult Day Health Care, Alzheimer’s Program, Brown Bag Program, Case Management, Congregate Nutrition, Caregiver Support, Health Insurance Counseling and Advocacy Program, Health Promotion/Disease Prevention, Home Delivered Meals, Legal Assistance, Ombudsman Services, Senior Employment, and Transportation. The total aggregate amount of the Agreements was $3,317,549 for the term of July 1, 2007 through June 30, 2008.

 

Amendment One was authorized by Resolution 69343 on April 8, 2008. Amendment One incorporated Federal and State one-time-only funds in the amount of $247,564 in 16 of the Agreements for a new aggregate amount of $3,565,113 and the State required language regarding a grievance procedure specific to the Agreement with Ombudsman Services of San Mateo County, Inc.

 

On June 17, 2008, your Board authorized Resolution 69500 allowing the Controller’s Office to continue payments to the 23 providers approved by Resolution 68920 through September 30, 2008 with no change to the amounts or terms for FY 2007-08.

 

DISCUSSION:

On March 20, 2008, Catholic Charities informed the County they would not be extending their contract for MOW and SMOW for FY 2008-09. Catholic Charities CYO offered to provide these services until another provider was found or September 30, 2008, whichever came first.

 

AAS held meetings with current community-based providers to determine if they could take on this responsibility. Unfortunately, no one came forward at that time. AAS conducted a Request for Proposal for the MOW and SMOW programs for the term July 1, 2008 through June 30, 2009. One proposal was submitted and accepted to cover a portion of the catchment area served by Catholic Charities CYO. An Agreement will be submitted to your Board for approval in September. Additional providers are currently being pursued to provide services in areas not yet covered.

 

Since Catholic Charities CYO will not be renewing the MOW and SMOW Programs services in FY 2008-09, this Amendment is necessary for the continuation of these services through September 30, 2008. All other services provided through the Agreement with Catholic Charities CYO will be continued in accordance with the continuing resolution.

 

FISCAL IMPACT:

Amendment Two to the Agreement with Catholic Charities CYO extends the term from July 1, 2007 through September 30, 2008 and provides an increase in the amount of $111,232 for a new maximum obligation not-to-exceed $698,593. This increase is made up of Federal and State funds in the amount of $90,605 and MOW Trust Funds in the amount of $20,627. Funds have been included in the AAS tentatively Adopted FY 2008-09 Budget. There is no additional Net County Cost associated with this action.
