Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The reclassification of two vacant positions will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make adjustments to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

Reclassifying two vacant positions.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

 

ORGANIZATION 30000 SHERIFF’S OFFICE

 

Action:

Reclassify: One position of E337, Office Specialist

Biweekly Salary: $1,524.80 – $1,906.40

Approximate Monthly Salary: $3,304.00 – $4,131.00

To: One position of B055, Legal Office Specialist - Unclassified

Biweekly Salary: $1,806.40 – $2,258.40

Approximate Monthly Salary: $3,914.00 – $4,894.00

Explanation:

This is the reclassification of a vacant Office Specialist position to the classification of Legal Office Specialist - Unclassified. A review of the duties and responsibilities of this new position determined this position to be appropriately classified as Legal Office Specialist. This is a new, contract-funded position resulting from the expansion of the department’s contract police services with the San Mateo County Transit District. The action represents a monthly salary and benefits cost of $1,046. There is no change in the total number of authorized positions.

 

ORGANIZATION 32000 PROBATION DEPARTMENT

 

Action:

Reclassify: One position of E337, Office Specialist

Biweekly Salary: $1,524.80 – $1,906.40

Approximate Monthly Salary: $3,304.00 – $4,131.00

To: One position of E403, Payroll/Personnel Services Specialist

Biweekly Salary: $1,644.80 – $2,056.00

Approximate Monthly Salary: $3,564.00 – $4,455.00

Explanation:

This is the reclassification of a vacant Office Specialist position to the classification of Payroll/Personnel Services Specialist. This position has been studied and determined to be appropriately classified as Payroll/Personnel Services. The action represents a monthly salary and benefits cost of $444. There is no change in the total number of authorized positions.

 

Fiscal Impact

The add and delete actions represent a monthly salary and benefits cost of $1,490.00 or an annual cost of $17,880.00.
