RECOMMENDATION:
|
Adopt a Resolution authorizing the First and Second Amendments to the Agreement with the Department of Rehabilitation for training and employment services for mental health consumers, the term remains July 1, 2007 through June 30, 2010, the amount allocated to the County by the State has increased by $84,850 to $2,630,350, no Net County Cost.

BACKGROUND:
|
Since 2002 the County of San Mateo and the Department of Rehabilitation have worked together to provide situational assessment, work adjustment, employment preparation, job development and placement services for County mental health consumers.
|
|
The Board of Supervisors adopted Resolution Number 068925 on August 14, 2007 authorizing the execution of an Agreement with the Department of Rehabilitation for FY 2007-08 through FY 2009-10 to provide funds so that mental health counselors would be available to San Mateo County residents and that they could continue under the Mental Health Coop Program.

DISCUSSION:
|
Two Amendments were recently received from the Department of Rehabilitation. The First Amendment adjusts the line items within the budget due to changes in the cash match amounts and does not change the total obligation of the Agreement. The Second Amendment reflects a five percent budget increase and an additional certified time adjustment, increasing the total amount to $2,630,350.

County Counsel has approved both Amendments as to form and the Department of Rehabilitation has been provided with the County’s certificate of insurance. The County is the Contractor under this Agreement.

FISCAL IMPACT:
|
The term of the Agreement remains July 1, 2007 through June 30, 2010. The First Amendment changes how the cash match was distributed; there is no change to the Agreement obligation. The Second Amendment increases the allocation to the County by $42,425 for both FY 2008-09 and FY 2009-10 for a total increase of $84,850 and changes the Agreement obligation to $2,630,350. This increase is included in the FY 2008-09 tentatively Adopted Budget and will be included in the FY 2009-10 Recommended Budget. There is no Net County Cost.
