Amendment to the Agreement with City of Redwood City-Fair Oaks Community Center

 

RECOMMENDATION:

Adopt a Resolution:

    A. Authorizing an Amendment to the Agreement with the City of Redwood City to provide funding for the remaining term of the Agreement and to add the Early Entry Shelter Program the term remains the same, July 1, 2007 to June 30, 2010, increasing the amount by $157,738 to $227,028, $142,738 is Net County Cost.

    B. Authorizing the Director of the Human Services Agency or the Director’s designee to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the Agreement.

The Agreement contributes to this commitment and goal by providing San Mateo County residents with information, general assistance, case management, emergency material assistance and employment related activities through the seven (7) Core Services Agencies.

BACKGROUND:

The City of Redwood City – Fair Oaks Community Center is one of the seven (7) Core Service Agencies, which provides the residents of San Mateo County with information and referral, emergency assistance, case management and other Core services. These Core services provide access to the County’s Human Services delivery system and serves as part of the network to prevent homelessness. The Core Service Agencies, including Redwood City, have met their performance measures in the past years with the Human Services Agency.

 

DISCUSSION:

The City of Redwood City – Fair Oaks Community Center applied for funding through the Notice of Funding Availability (NOFA) process and was recommended for funding by the Housing and Community Development Committee (HCDC) for inclusion in the Fiscal Year (FY) 2008-09 Community Development Block Grant (CDBG) for the Early Entry Shelter Program. The plan for long-term sustainability of the Early Entry Shelter Program is for Redwood City to continue to seek funding from four (4) primary resources: San Mateo County Department of Housing CDBG, the City of Redwood City CDBG, the City of Redwood City General Fund (case management cost), County of San Mateo Human Services Agency Budget (as a part of HOPE plan implementation when/if possible), and other private funders. For Fiscal Year (FY) 2008-09, the Early Entry Shelter Program has been approved for $15,000 from the San Mateo County Department of Housing Community Development Block Grant (CDBG). The Contractor has assured compliance with the County’s Contractor Employee Jury Services Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy. This Amendment has been reviewed and approved as to form by the County Counsel’s office and Risk Management has approved the Contractor’s Insurance.

 

FISCAL IMPACT:

The term of the Agreement remains the same, July 1, 2007 through June 30, 2010. This Amendment adds $157,738, for a total obligation of $227,028. Of the Amendment amount $15,000 is funded through the Community Development Block Grant (CDBG), for the Early Entry Program, and $142,738, for Core Services, is Net County Cost. Appropriations have been included in the FY 2008-09 tentatively Adopted Budget and the FY 2009-10 Recommended Budget.
