SUBJECT:

New Restricted Parking Zones, and Changes to Existing Parking Zones in the North Fair Oaks Area

 

RECOMMENDATION:

Adopt a resolution creating various parking restrictions in the North Fair Oaks Area.

The adoption of the proposed resolution will provide for safe and orderly movement of traffic in the public right-of-way, and will better address the needs of residents and businesses in the area.

 

BACKGROUND:

Section 22507 of the California Vehicle Code allows local authorities to prohibit or restrict the stopping, parking, or standing of vehicles by resolution or ordinance. In 2005, your board approved the recommendation that parking should be regulated by resolution, as this means is more cost-effective and more flexible than ordinances. The Department of Public Works has recently received requests for the changes to the parking regulations, as described in Attachment A.

 

DISCUSSION:

All of the proposed Parking Zones listed in Attachment A have qualified using the Department of Public Works Traffic Service policies identified in Attachment B. Staff has investigated each site to determine if the site qualified for the restricted parking as requested. Staff then notified property owners within 300 feet of the proposed parking zones to notify them of the date and time of the Board’s meeting when these items will be considered. To date, Staff has received no objections.

 

The locations of parking restrictions on County maintained streets are currently documented on maps in the Department of Public Works, and will be made available in list form on the Department’s web site. The master lists will be updated to reflect the recommended changes if your Board approves the proposed resolution.

 

FISCAL IMPACT:

The cost of the staff time involved in evaluating and processing requests for parking regulations is part of the administrative costs associated with evaluating traffic-related requests involving the County maintained road system, and is financed with Road Funds. The cost of signing and marking parking regulations varies, but averages approximately $500 per parking zone. The cost of these signs and markings will be financed with Road Funds.

 

There will be no impact to the General Fund.
