Santa Cruz Avenue Pedestrian Improvement Project

RECOMMENDATION:

Adopt a resolution awarding and authorizing execution of a contract with Sposeto Engineering, Inc. for the Santa Cruz Avenue Pedestrian Improvement Project in the amount of $260,700.

 

VISION ALIGNMENT:

Commitment: Ensure basic health and safety for all.

Goal 7: Maintain and enhance the public safety of all residents and visitors.

 

The construction of pedestrian improvements, including the construction of concrete sidewalk and sidewalk access ramps, will increase the pedestrian safety on Santa Cruz Avenue for the benefit of the public.

 

BACKGROUND:

 

PREVIOUS BOARD ACTION:

Adopted Resolution Number 069137, dated December 4, 2007, authorizing the Director of Public Works to submit an application for Federal Congestion Mitigation and Air Quality Improvement (CMAQ) funding to finance multiple projects, including the Santa Cruz Avenue Pedestrian Improvement Project, and committing the necessary non-Federal match and stating the assurance to complete the project.

Adopted Resolution No. 069562 on July 8, 2008 adopting plans and specifications dated May 29, 2008, including conformance with prevailing wage rates scale requirements, and calling for sealed proposals for the above-mentioned project.

 

DISCUSSION:

The portion of Santa Cruz Avenue to be improved is a connection from Alameda de las Pulgas, a main thoroughfare for vehicular commuter traffic, to Sand Hill Road, a principal arterial. An existing substandard asphalt concrete walkway with no sidewalk access ramps currently exists on this portion of Santa Cruz Avenue. The project was advertised, and on Tuesday, August 5, 2008, bids were accepted and subsequently referred to this office for checking and recommendation. The bid by:

at $237,025 was received and has been checked.

 

The Engineer’s estimate was $274,000.

 

Staff has reviewed the contract documents and has determined that the Equal Employment (Affirmative Action) program submitted by Sposeto Engineering, Inc., is in accordance with the current Equal Employment Guidelines. Staff has also determined that the Contractor complies with the equal benefits and jury duty pay provisions of the County ordinance code.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The total estimated cost for construction is $260,700, which includes a ten percent (10%) contingency to pay for any additional cubic yards of concrete and excavation, and for added work resulting from unforeseen conditions not anticipated in the construction contract documents.
