Middlefield Road and Barney Avenue Lighted Crosswalks

RECOMMENDATION:

Adopt a resolution awarding and authorizing execution of a contract for the Middlefield Road and Barney Avenue Lighted Crosswalks project to Republic Intelligent Transportation Services, Inc. (DBA Republic I.T.S.) in the amount of $159,250.00.

 

VISION ALIGNMENT:

Goal 7: Maintain and enhance the public safety of all residents and visitors.

 

The installation of lighted crosswalks will increase the safety at intersections along Middlefield Road and Barney Avenue for the benefit of the public, including school pedestrian traffic.

 

BACKGROUND:

 

PREVIOUS BOARD ACTION

1.

Adopted Resolution Number 069137, dated December 4, 2007, authorizing the Director of Public Works to submit an application for Federal Congestion Mitigation and Air Quality Improvement (CMAQ) Funding to Finance multiple projects, including the installation of solar powered lighted crosswalks on Middlefield Road and Barney Avenue, and committing the necessary
non-Federal match and stating the assurance to complete the project.

Adopted Resolution No. 069561 on July 8, 2008, adopting plans and specifications dated June 9, 2008, including conformance with prevailing wage rates scale requirements, and calling for sealed proposals for the
above-mentioned project.

 

HISTORY

The intersections to be upgraded - Middlefield Road at 2nd, 4th and Dumbarton Avenues, and Barney Avenue at Camino A Los Cerros - are along known school pedestrian traffic routes. Furthermore, Middlefield Road is a main thoroughfare for vehicular commuter traffic, and a substantial amount of residential vehicular commuter traffic use Camino A Los Cerros.

 

DISCUSSION:

The project was advertised, and on Tuesday, August 5, 2008, bids were accepted and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid by:

 

Republic Intelligent Transportation Services, Inc. (dba Republic ITS)

at $144,772.40 was the lowest bid received.

 

The Engineer’s estimate was $153,800. A summary of the bids received is as illustrated on Exhibit “A”.

 

Staff has reviewed the contract documents and has determined that the Equal Employment Program and Jury Service Policy submitted by Republic Intelligent Transportation Services, Inc. (DBA Republic ITS) are in accordance with the current Equal Employment and Jury Service guidelines.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The total estimated cost of Fall Phase construction is $159,250, which includes a ten percent (10%) contingency for any other additional work which may be required to complete this project in construction. Funds for construction have been acquired from State Grants and other funds. Proposed funding is:
