SUBJECT:

Awarding and Authorizing Execution of a Contract for the
San Mateo Health Center Parking Lot Improvement Project
(Project No. P17H1)

 

RECOMMENDATION:

Adopt a resolution awarding and authorizing execution of a contract for the San Mateo Health Center Parking Lot Improvement Project to Top Grade Construction, Inc. in the amount of $285,750.00.

Your Board’s adoption of the proposed resolution will improve the existing parking lot at San Mateo Health Center for the benefit of both the employee and the public that use this facility.

 

BACKGROUND:

On August 5, 2008, the Board adopted Resolution Number 069620, which approved plans and specifications, determined prevailing wage scales and called for sealed proposals for the above-mentioned project.

 

On Tuesday, August 26, 2008, bids were accepted for this project and subsequently referred to Public Works for checking and recommendation.

 

DISCUSSION:

The bids have been checked and the bid by:

 

Top Grade Construction, Inc.

373 Vintage Park Drive, Suite A

Foster City, CA 94404

 

at $259,770.00 was the lowest bid received.

 

The Engineer’s estimate was $270,000.00. A summary of the bids received is illustrated on Exhibit “A”:

 

Staff has reviewed the contract documents and has determined that the Equal Employment Program and Jury Service Policy submitted by Top Grade Construction, Inc. are in accordance with the current Equal Employment and Jury Service guidelines.

 

The resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The total estimated cost for construction is $285,750, which includes a ten percent (10%) contingency (approximately $25,980) as the work is bid on a unit price basis (i.e., per square yard for cape or slurry seal placed, per square yard of pavement repair areas, etc.). The contingency is used to pay the contractor for any additional material placed for the various bid items (because the actual quantity used depends on the unit weight and actual limits of the construction project), or to pay for added work resulting from unforeseen conditions not anticipated in the construction contract documents.

 

Funds have been appropriated in the 2008/2009 Capital Projects Budget to finance this work.

 

There is no impact to the General Fund.
