Resurfacing of Bay Road – North Fair Oaks Area
Federal Project Number STPL-5935 (041)

RECOMMENDATION:

Adopt a resolution awarding and authorizing execution of a contract with
G. Bortolotto & Company, Inc. in the amount of $ 518,500 for the Resurfacing of
Bay Road Project in the North Fair Oaks Area, Federal Project Number STPL-5935 (041), (Project No. RK601, F-36 [388]).

The resurfacing of this street will improve the condition of the road for the benefit of the public.

 

BACKGROUND:

 

PREVIOUS BOARD ACTION:

1.

Authorized an application for Federal Surface Transportation Program (STP) funds to partially finance this resurfacing project. The County applied for and was granted funding up to a maximum amount of $250,000 for this project. Caltrans has authorized the County to proceed with the project and has obligated grant funding for this project.

   

2.

Adopted Resolution No. 069380 on April 22, 2008, which adopted plans and specifications, including conformance with prevailing wage rates scale requirements, and called for sealed proposals for the above-mentioned project.

   

3.

Adopted Resolution No. 069619 on August 5, 2008 terminating the Contract with the low bidder, C.F. Archibald Paving, Inc. (Contractor) and authorizing the Director of Public Works to revise the Project plans and specifications and
re-advertise for bids for the above-mentioned project.

 

4.

Authorized the Director of Public Works to execute agreements with utility agencies for utility type work costing less than $100,000 proposed to be done in conjunction with road projects.

 

DISCUSSION:

On Tuesday, September 2, 2008, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bid of:

 

G. Bortolotto & Company, Inc.

San Carlos, CA, 94070-6227

 

at $471,329.83 was the lowest bid received.

 

The Engineer’s estimate was $456,000. A summary of the bids received is attached as Exhibit “A”.

 

Staff has reviewed the contract documents and has determined that the Equal Employment program submitted by G. Bortolloto & Company is in accordance with the current Equal Employment Guidelines, and that the Contractor complies with the equal benefits and jury duty pay provisions of the County ordinance code.

 

The resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The total estimated cost for construction is $ 518,500.00, which includes a ten percent (10%) contingency to pay for any variation in quantities of asphalt concrete placed and concrete installed, and for added work resulting from unforeseen conditions not anticipated in the construction contract documents.

 

The project is proposed to be financed as provided in Exhibit “A”.

 

Reimbursement for the cost of doing work for the City of Redwood City and the Fair Oaks Sewer Maintenance District will be covered by agreements with those organizations. The County contribution to the project of $181,385.00 has been budgeted in the Road Fund.

 

There is no impact to the General Fund.
