Agreement with HFS Consultants

 

RECOMMENDATION:

Adopt a resolution:

 

A.

Waiving the Request for Proposal (RFP) Process.

   

B.

Authorizing the execution of an Agreement with HFS Consultants to install a decision support system at San Mateo Medical Center (SMMC) for the term July 1, 2008 to December 31, 2008 for a maximum amount payable not to exceed ONE HUNDRED FIFTY THOUSAND DOLLARS ($150,000).

 

C.

Authorizing the Chief Executive Officer (CEO) of SMMC or his designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

A Siemens software system has been purchased and installed by SMMC. However, the system is not fully implemented and lacks the databases needed to create management reports. Enhanced decision support capabilities would allow SMMC leaders to manage the organization in the most effective manner.

HFS Consultants has proven successful at achieving the goals and objectives of other contracts with San Mateo Medical Center. They are currently providing the Interim Director of Payor and Provider Contracting and previously provided the Interim Laboratory Manager.

 

DISCUSSION:

It is necessary to have the decision support system fully installed in order to develop a sophisticated management reporting system. The reporting system will provide middle and senior managers with the information they need to better control quality and costs, among other capabilities. Also enhanced ad hoc reporting capabilities will allow for more timely managerial intervention. The ultimate goal is to have reports tailored to manage cost and quality in operating systems rather than just by responsibility center.

Immediate implementation of the decision support is needed to improve analytic capabilities and to support efforts such as the Health System Redesign Initiative. It is critical that SMMC engage a consultant such as HFS who is knowledgeable in the use of the software and familiar with SMMC to quickly implement the system. This is a short term project.

This item was reviewed by the Health System Redesign Initiative Team and aligns with the first-year implementation plan approved by the Board of Supervisors on March 25, 2008. County Counsel and Risk Management have reviewed and approved this Agreement.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2008 to December 31, 2008. The maximum amount payable under the Agreement is $150,000. Funds to pay for these services are included in San Mateo Medical Center’s FY2008-09 Recommended Budget.
