Authorizing the execution of an Amendment to the Agreement with LabVantage for the provision of oversight and supervision for the Point of Care Testing (POCT) program at San Mateo Medical Center extending the term by six months to December 31, 2008, and increasing the amount by $64,749.92 to the maximum amount not to exceed $129,499.92

BACKGROUND/DISCUSSION:
In previous years, the oversight and supervision for the Point of Care Testing (POCT) program at SMMC was provided as part of the Pathologist contract. However, as of January 2008, the pathology group no longer offers this service as part of its contract. This program allows nurses to perform a defined list of laboratory tests at the patients’ bedside or during a clinic visit. Interventional treatment can be initiated based on these test results and the normal wait time for laboratory performed test has been eliminated. These tests must be performed under the direct supervision of a California licensed Clinical Laboratory Scientist (CLS), and must adhere to regulatory guidelines for testing and quality control as stated by the state of California. SMMC recently hired a qualified Laboratory Manager to oversee all aspects of the laboratory including the POCT program. However, the demands of this program require oversight and supervision now, and the new Laboratory Manager has just begun working at SMMC. Amending this contract will provide the new Lab Manager the opportunity to learn the basic laboratory operation while becoming familiar with the POCT program.
In light of the foregoing, SMMC recommends that the contract be extended for an additional six months. The contract may be terminated upon 30 days written notice from either party.
This item was reviewed by the Health System Redesign Initiative Team and aligns with the first-year implementation plan approved by the Board of Supervisors on March 25, 2008. County Counsel has reviewed and approved this Amendment.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits.

FISCAL IMPACT:
|
The term of the Agreement is January 1, 2008 to December 31, 2008. The maximum amount expendable under the Agreement is $129,499.92. Funds to pay for these services are included in San Mateo Medical Center’s FY2008 - 2009 Recommended Budget.
