Third Amendment to the Agreement with Per Diem Staffing Systems, Inc.

 

Recommendation

Adopt a Resolution authorizing the execution of a third Amendment to the Agreement with Per Diem Staffing Systems, Inc. to provide San Mateo Medical Center (SMMC) with temporary respiratory therapy staffing, to increase the maximum amount payable by $7,500 to $347,500.

Background

In the past, SMMC has had employed staff in the Respiratory Department. In the last few years, however, SMMC has been unable to recruit a sufficient number of employees for the Respiratory Department. This has led to the need to increase the use of traveler staff in order to maintain minimum staffing levels.

 

Discussion

SMMC provides respiratory care services 24 hours a day, seven days a week. Per Diem is the only traveler registry willing to provide part-time temporary respiratory services. Other registries will only provide full-time temporary services. A Request for Proposal (RFP) for temporary nursing and respiratory therapy was recently published. New providers have been selected and contracts are being developed. This amendment is necessary to provide for the payment of final invoices received from Per Diem for services provided through June 30, 2008. Submission of this Amendment was delayed because the vendor did not return the signed Amendment until August 18, 2008. This item was reviewed by the Health System Redesign Initiative Team and aligns with the first-year implementation plan approved by the Board of Supervisors on March 25, 2008. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved this Amendment.

 

Fiscal Impact

The Amendment increases the maximum amount payable under the Agreement by $7,500 to $347,500. Funds are included in SMMC’s FY2008-09 Recommended Budget. The term of the Agreement remains the same.
