RESOLUTION AUTHORIZING 1) THE PRESIDENT OF THE BOARD OF SUPERVISORS TO EXECUTE A “COST-SHARING” AGREEMENT WITH TRESTLE GLEN ASSOCIATES (TGA) FOR THE REIMBURSEMENT OF APPROXIMATELY 12% OF THE COSTS FOR THE
F-STREET SIDEWALK AND STREETSCAPE IMPROVEMENT PROJECT IN THE TOWN OF COLMA, WITH THE UNDERSTANDING THAT THE REMAINDER OF THE COST OF THE PROJECT SHALL BE FINANCED WITH METROPOLITAN TRANSPORTATION COMMISSION 3^RD CYCLE CONGESTION MITIGATION AND AIR QUALITY IMPROVEMENT PROGRAM (CMAQ) GRANT FUNDS; AND
2) THE DIRECTOR OF PUBLIC WORKS TO EXECUTE AGREEMENTS, PERMITS, AND ADMINISTRATIVE DOCUMENTS RELATED TO THIS PROJECT INCLUDING, BUT NOT LIMITED TO, AN ENCROACHMENT PERMIT AND MAINTENANCE AGREEMENT WITH THE TOWN OF COLMA

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the County, the Town of Colma, and Trestle Glen Associates have agreed to construct housing on F Street in the Town of Colma; and

WHEREAS, both the County of San Mateo (County) and Trestle Glen Associates (TGA) wish to improve the streetscape for this portion of F-Street utilizing available grant funding; and

WHEREAS, the County has agreed to construct the sidewalk and streetscape adjacent to the housing; and

WHEREAS, Federal grant funds up to $231,000 are available to finance this project; and

WHEREAS, the portion of F-Street streetscape to be improved lies within the Town of Colma limits, as shown on Exhibit “A” attached hereto; and

WHEREAS, TGA has agreed to reimburse the County for the non-federal matching funds which is approximately $31,000, and for the actual project cost in excess of the estimated construction cost of $270,000; and

WHEREAS, the County has prepared a form of Agreement for approval by TGA for the reimbursement of these costs; and

WHEREAS, TGA staff has reviewed the terms of the Agreement and agrees that the terms and estimated cost are reasonable and has executed said Agreement; and

WHEREAS, this Board of Supervisors has reviewed the agreement as to form and content and desires to enter into the Agreement; and

WHEREAS, authorizing the Director of Public Works to execute future agreements, permits, and administrative documents related to this project will streamline and expedite the project in order to meet the federal grant timeline.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED as follows:

1.

That the President of this Board of Supervisors shall be, and is hereby, authorized and directed to execute said cost sharing Agreement.

2.

That the Clerk of the Board of Supervisors is hereby authorized to attest to the signature of the President of the Board to said cost sharing Agreement.

3.

That the Director of Public Works is authorized to execute future agreements, permits, and administrative documents related to this project including, but not limited to, the encroachment permit and maintenance agreement with the Town of Colma.
