BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION:

1.

WAIVING THE REQUEST FOR PROPOSALS PROCESS;

2.

AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH THE SERVICE LEAGUE OF SAN MATEO COUNTY TO PROVIDE INMATE SERVICES WITHIN THE COUNTY’S DETENTION FACILITIES, IN THE AMOUNT NOT-TO-EXCEED $600,405, FUNDED THROUGH THE INMATE WELFARE FUND (IWF), AND A ONE (1) YEAR TERM COMMENCING JULY 1, 2008 TO JUNE 30, 2009; AND

3.

AUTHORIZING THE SHERIFF TO EXECUTE AMENDMENTS AND MINOR MODIFICATIONS TO THIS AGREEMENT NOT TO EXCEED AN AGGREGATE OF $25,000, ON THE CONDITION THAT SUFFICIENT FUNDS ARE AVAILABLE IN THE INMATE WELFARE FUND, AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS.

 
 

    RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

    WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance an Agreement, reference to which is hereby made for further particulars, whereby the Service League of San Mateo County shall provide inmate services within the County’s detention facilities, with said services to be paid with Inmate Welfare Funds; and

    WHEREAS, the Service League of San Mateo County has been providing services to inmates in the County’s detention facilities for more than a decade; and

    WHEREAS, it is in the best interest of the County to waive the Request for Proposals process because the Service League of San Mateo County is the sole cost-effective source of the type of inmate services that it provides; and

    WHEREAS, both parties now wish to enter into an Agreement, to provide inmate services within the County’s detention facilities, for the period of July 1, 2008 to June 30, 2009, for a total obligation of $600,405; and

    WHEREAS, this Board has been presented with a form of such Agreement and has examined and approved same as to both form and content, and desires to enter into same:

    NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED THAT THE:

1.

Request for Proposals process is waived;

2.

President of this Board of Supervisors be, and is hereby authorized to, execute the Agreement with the Service League of San Mateo County, for and on behalf of the County of San Mateo, and the Clerk of this Board of Supervisors shall attest the President’s signature thereto; and

3.

Sheriff is hereby authorized to execute amendments and minor modifications to this Agreement not to exceed an aggregate of $25,000, on the condition that sufficient funds are available in the Inmate Welfare Fund, and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
